As used in this chapter, the following terms shall have the meanings indicated:
OPERATOR
Any persons, copartnership, association, corporation or fiduciary which owns, leases or has responsibility for the operation of one or more vending machines.
VENDING MACHINES
Any machine which is placed on the outside of a structure and which is used for the sale of products to the public by the insertion of coins or paper money into said machine.

All vending machines which face toward a public street or alley shall be screened on the side facing the street by an approved barrier with a height of one foot above the tallest vending machine and a length extending two feet on each side beyond the vending machine. The approved barrier shall be made in such a fashion that the vending machines are not visible through the barrier.
Any operator of a vending machine who fails to comply with the provisions of this chapter shall, upon conviction by a District Justice, be sentenced to pay a fine of not more than $600, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment in the county jail for not more than 30 days, provided that each day's continuance of a violation shall constitute a separate offense.
