[HISTORY: Derived from Ch. XIV, Part 4, of the 1964 Code of Ordinances

Unless preempted by statute or other municipal provisions, from and
after the passage of this chapter, it shall be unlawful for any person, firm
or corporation to conduct, hold, give or engage in public any lecture, speech,
meeting or entertainment in or upon any of the public streets or highways,
including the sidewalks and alleys, in the congested portion of the City of
Monessen, which shall be:
A.
That part of the city lying between the right-of-way
of the Pittsburgh and Lake Erie Railroad and the south side of Schoonmaker
Avenue, and all cross streets and alleys lying between;
B.
First Street, between the Pittsburgh and Lake Erie Railroad
Company's right-of-way and the south side of McKee Avenue;
C.
Donner Avenue, from the east side of Manown Street to
the west side of Twelfth Street; and
D.
Schoonmaker Avenue, from the east side of Manown Street
to the western city line.
Any person, firm or corporation violating any of the provisions of this
chapter shall, upon conviction thereof in a summary proceeding before any
District Justice having jurisdiction of such offense, be sentenced to pay
a fine of not more than $300 or to undergo imprisonment not exceeding 90 days,
or both.
Nothing herein shall be construed to prevent the citizens from assembling
together, in a peaceable manner, in buildings and upon vacant lots for free
speech and lawful entertainment, wherein the streets and sidewalks are not
blocked or congested, or from parading and marching on the public highways,
provided that all of the several proper laws of the Commonwealth of Pennsylvania
and ordinances of the City of Monessen are complied with.
