No subdivision shall be approved finally by the Planning Commission of the City of Monessen unless the improvements as set out herein are provided as required, or if all of said improvements have not been installed, the developer shall be required to provide such security as, in the judgment of the Planning Commission and the City Engineer, will assure the completion of said improvements.
Minimum Street Improvement Standards
1.
General provisions per data sheet SA-502.
2.
Extent of improvements per data sheet SE-102.
3.
Loop streets, radial and cross-connector streets as part of the major highway network; widths of right-of-way, pavement and other construction standards as determined after consultations with state, county, city and township officials.
4.
Cross-connector link streets: 80-foot right-of-way, 2 moving lanes, 12-foot lane widths, 2 stabilized shoulders, 10-foot widths.
5.
Local major streets:
Class A: 60-foot right-of-way, 36-foot pavement, rolled curbs, sidewalks 5 feet each side adjacent to curb.
Class B: 60-foot right-of-way, 24-foot pavement.
6.
Minor streets: 50-foot right-of-way, 26-foot pavement, rolled curb, sidewalks 5 feet each side adjacent to curb.
7.
Marginal access streets: 40-foot right-of-way, 20-foot or 22-foot pavement, rolled curb, sidewalk 5 feet one side.
Items 4, 5, 6, 7 above as per "Desirable Highway Cross-sections" a part of the Comprehensive Master Plan.
8.
Streets connecting development with existing improved street system: widths of right-of-way, pavement and sidewalks as determined after consultation with Planning Commission and the City Engineer.
9.
Grading for full right-of-way and paved areas per data sheet SG-102.
10.
Storm sewer system per accepted drainage plan and data as designated by City Engineer.
11.
Curb: rolled portland cement concrete of the dimension and type specified in the curb standard for the City of Monessen which is on file at the City Engineer's office.
12.
Pavement base: where used with bituminous wearing surface, as designated by the City Engineer.
13.
Wearing surface: bituminous concrete as designated by the City Engineer.

15.
Seeding of planting strips: per data sheet SP-101.
16.
Sodding of planting strips: per data sheet SP-301.

Street name signs: as designated by the City Engineer.
18.
Nothing in this chapter shall be construed to regulate the location or specifications of sanitary sewers, fire hydrants, telephone lines, gas lines or similar utilities.
NOTE: Data sheets referred to above are FHA standard which appear in the current edition of the Federal Housing Administration Land Planning Bulletin No. 3 entitled "Neighborhood Standards, Western Pennsylvania," or such similar standards as may be established by the City of Monessen from time to time.
Monuments shall be placed at all block corners, all points of curves and all points of tangents of streets and shall be located five feet from the right-of-way line and within the dedicated right-of-way. The City Engineer shall designate the method of placing and the material, size and length of said monuments.
Utility and street improvements shall be provided in each new subdivision in accordance with the standards and requirements described and in accordance with the Comprehensive Master Plan.
