Any
person who keeps or operates or proposes to establish a kennel, a
shelter or a pound, shall apply to the office of the Municipal Clerk
for a license entitling such person, firm or corporation to keep or
operate such establishments.
The application shall describe the premises
where the establishment is located or is proposed to be located, the
purpose or purposes for which it is to be maintained, and shall be
accompanied by the written approval of the Health Department showing
compliance with the state rules and regulations governing location
of and sanitation of each such establishment.
All licenses issued under this article shall
expire on the last day of May of each year, and shall be subject to
revocation by the Township Committee on recommendation of the Warren
County Board of Health for any failure to comply with the rules and
regulations of the State Department of Health or the county governing
the same after the owners have been afforded a hearing.
Any person holding a license under this article
shall not be required to secure individual licenses for dogs owned
by such licensee and kept at such establishments.
Any license issued under this article shall
not be transferable to another owner or different premises.

Violations of the provisions of this article shall be punishable as provided in §
1-17 of the Code of the Township of Mansfield.
