A. 
Wherever a central water supply system exists, provision shall be made for fire hydrants as approved by the servicing fire department or Township Engineer.
B. 
Where there is a central water system, no portion of a structure shall be more than 600 feet from a fire hydrant. Fire hydrants shall be located at the end of all dead-end lines.

A. 
Where streams, ponds or other natural water sources exist or are proposed on lands to be developed that do not have access to a central water system, and those water sources are of sufficient capacity to provide water for firefighting purposes at a flow of no less than 500 gallons per minute for no less than one hour, facilities and appurtenances shall be installed to draft water for firefighting purposes.
B. 
If there is no central water supply system and no streams, ponds or other natural water sources exist or are proposed on the land, the developer shall be required to provide and install underground tanks and appurtenances in accordance with the following requirements:
(1) 
In residential subdivisions, said tanks shall be provided at a rate of one 10,000 gallon tank for each 25 lots to be subdivided or portion thereof. Provided that if any dwelling constructed on any of the lots is more than 1,000 feet from the tank, as a fire hose would be laid, additional tanks shall be required.
(2) 
For commercial or industrial developments with building areas exceeding 10,000 square feet, a tank with a minimum capacity of 10,000 gallons shall be required for each 10,000 square feet of building area or portion thereof. Tanks shall be sized to meet this requirement either by installation of multiple tanks of no less than 10,000 gallons each or a single tank of the appropriate capacity, provided that the capacity shall be in multiples of 10,000 gallons. Where multiple tanks are provided, they shall be interconnected such that they shall be capable of providing a minimum flow to a fire apparatus of at least 500 gallons per minute.
(3) 
Each tank shall be constructed with the following features:
(a) 
Furnished with a well which shall have a capacity equal to or greater than the wells to service residential dwellings as required by Mansfield Township ordinance. Said well shall be provided with appropriate control mechanisms such that the well pump shall actuate when the tank is less than 90% full and shall disengage when the tank is 95% full.
(b) 
A suction hydrant with threads as required by the fire company with first response responsibilities located at an elevation no higher than 12 feet above the bottom of the tank. Such hydrant shall be of a diameter that will provide for a one-thousand-gallon-per-minute flow to a fire engine from the bottom of the tank but no less than six inches in diameter. The hydrant shall be set approximately 20 inches above grade unless otherwise indicated.
(c) 
Suction hydrants shall be located within five feet of the edge of an uncurbed street or as close as practical on a curbed street but no less than two feet from the curb. Suction hydrants shall be provided with a flanged connection set approximately six inches above the finished grade which shall be designed to breakaway if impacted by an automobile.
(d) 
The tank shall be of fiberglass or other noncorrosive construction and shall be installed in accordance with the manufacturer's specification. In areas of high water table, the tank shall be installed with anti-flotation footings and straps.
(e) 
The tank shall include an access manhole, an inspection port to measure the water level, venting for 1,000 gallons per minute of discharge suction piping connected to the bottom of the tank.
(f) 
The top of the tank shall be a minimum of four feet below finished grade.
(g) 
Located within an easement abutting street right-of-way.
C. 
The locations of all facilities shall be approved by Board with the advice of the fire chief having jurisdiction at the location of the development. All facilities shall be constructed to the satisfaction of the Municipal Engineer, the fire chief having jurisdiction, and with the Fire Insurance Rating Organization of New Jersey Standards.
On all sites in excess of 10,000 square feet of building area, fire aisles shall be provided adjacent to all exposures of buildings. No automobile parking shall be permitted between the fire aisle and the building, except that parcel pickup areas will be permitted, provided that the designated area does not exceed one-third of the frontage of an individual business establishment. Pedestrian walkways and truck loading zones shall be permitted between the fire aisle and the buildings. All fire aisles shall be a minimum of 30 feet in width.
