The Home Rule Charter sets forth the provisions relating to the appointment, qualifications and tenure of the Mayor.
In addition to the powers, duties and authority contained in the Home Rule Charter, Article V, § 5.08, the Mayor shall:
A. 
Make all reports to the Board each month in writing.
B. 
Assign one person to administer and supervise the operation of each bureau.
C. 
Submit to the Board for its consideration and comment all proposed personnel rules and regulations, or modifications to existing personnel rules and regulations, at least 15 days prior to the effective date thereof.
D. 
Restrict access to the municipal building and offices by other than authorized personnel by issuing of building and office keys to the appropriate Township officials and employees.
E. 
Be regularly apprised by the Township Treasurer of temporary investments of Township funds.
F. 
Cause to be implemented a billing system to assure that all Township monies received and collected are properly received and applied.
G. 
The Mayor and his or her designee shall be subject to penalties for willful failure to execute and enforce any ordinance or resolution, as required pursuant to Home Rule Charter, Article V, § 5.08(D). Any alleged violations shall be filed with the District Justice or reported to the Bureau of Police for investigation. Any prosecution deemed necessary by the investigated area shall be prosecuted by the Township Solicitor on behalf of the Township.
H. 
Supervisor of employees. Pursuant to Home Rule Charter, Article V, § 5.08(H), the Mayor shall be responsible to supervise, appoint, suspend or remove all Township employees.
I. 
Supervision of agencies. Pursuant to Home Rule Charter, Article V, § 5.08(I), the Mayor shall supervise all Township agencies which he or she appoints.
J. 
Voluntary Executive Advisory Committees. Pursuant to Home Rule Charter, Article V, § 5.08(M), any voluntary advisory committee established by the Mayor is an Executive ad hoc committee. Any such committee shall be automatically dissolved upon the termination of the term of office of the appointing Mayor.
K. 
Legally authorized expenditures. Pursuant to Home Rule Charter, Article V, §§ 5.08(B) and 3.21, the Mayor has the power to veto any item of appropriation. Any such veto, however, is subject to an overriding vote of the Board of Commissioners. An overriding vote by the Board on any expenditure item shall mean that the expenditure is legally authorized without further action.
L. 
Mayor's performance of duties. Pursuant to Home Rule Charter, Article V, § 5.08(R), the Mayor has three Township departments to assist in performance of his or her duties. Additional duties not contrary to the law or the Home Rule Charter may be delegated to him or her by the Board with his or her assent.
(1) 
The Mayor is obligated to enforce all ordinances and resolutions enacted by the Board of Commissioners in accordance with Article V of the Home Rule Charter.
(2) 
The Mayor shall cause copies of all Township Solicitor communications, both to the Township and for which the Township is billed and from the Township or any member of the Board of Commissioners to the Solicitor, to be forwarded promptly to the Board upon receipt by the Mayor, excepting any privileged personnel file items.
(3) 
Data regarding competitive bids, contracts and agreements shall be communicated by the Mayor to the Board at reasonable intervals or at the request of the Board.
(4) 
The Mayor shall make available information regarding Township expenditures at the request of the Board.
In addition to the powers, duties and authority contained in the Home Rule Charter, Article V, § 5.09, the Deputy Mayor shall:
A. 
Assist the Mayor in the preparation and administration of the budget, administer a centralized purchasing system for all departments of the Township government, administer and supervise approved personnel policies and practices and establish monthly allotments in connection with the operation of the budget.
B. 
Be responsible for the establishment and maintenance of a uniform accounting and internal control system throughout the Township, which system shall be so designated as to reflect accurately the assets and liabilities, income and expenses of the Township and the operation of the Township budget at any time during the fiscal year.
C. 
Review every warrant for the expenditure of Township monies, and if satisfied that such expenditure is within the budget allotment pertaining thereto, present it to the Township Treasurer for payment.
D. 
Be responsible for all accounts payable and receivable.
E. 
Be responsible for establishing a lien docket. All claims shall be docketed and, where applicable, shall be certified to the Solicitor for the filing of a municipal lien, where applicable, and shall also be indexed in the Township lien docket, which will be open for inspection during regular business hours. The lien docket shall be bound and shall indicate which liens are paid or satisfied.
F. 
Once satisfied that expenditures are within the budget allotment, present copies of proof of purchase slips and/or individually signed expenditure authorizations for payments of supplies and services other than payroll items.
G. 
Have access to all nonprivileged information and obtain and provide such information when requested by another Township official, employee, agency or member of the public.
H. 
Furnish the Township Treasurer with projected cash flow financial needs of the Township upon the Treasurer's request.
I. 
Evaluate and report on investment and collection data provided by the Township Treasurer.
The salary of the Deputy Mayor shall be determined by the Board annually.

A. 
The Mayor cannot exceed and shall only receive such benefits as are permitted by the Home Rule Charter and expressly approved by the Board of Commissioners.
B. 
The following additional benefits have expressly approved by the Board of Commissioners:
(1) 
Use of a Township motor vehicle under the following terms and conditions:
(a) 
The Mayor shall not use a Township motor vehicle for the purpose of going on vacations.
(b) 
The Mayor shall not take the Township vehicle more than two miles outside of the jurisdictional limits of Whitehall Township, except for Township-related trips and purposes (i.e., meetings in Harrisburg, Three Mayor's Meetings, seminars, municipal conventions, etc.).
(c) 
Otherwise the Mayor shall have access to and use of the Township vehicle on a twenty-four-hour-per-day basis.
