At that time, the Mayor and Council shall appoint or reappoint, as the case may be, members of the Alliance so that approximately 1/3 of the members shall serve for a one-year term; 1/3 of the membership shall serve for two-year terms; and 1/3 of the membership shall serve for three-year terms. Following such initial appointments, pursuant to this chapter, all appointments shall be for three years, and vacancies shall be filled for the unexpired term only. The members shall receive no compensation for their services.

§ 3A-3 Organization.

The members of the Alliance shall adopt bylaws which shall be filed with the office of the City Clerk. The Alliance shall annually elect such officers as are provided for in its bylaws. The Alliance shall meet regularly and in accordance with a calendar of meetings established annually. Minutes shall be kept of such meetings.

In the event that any member of the Alliance shall miss three consecutive meetings, the Alliance shall report such absences to the Mayor and Council.
