There is hereby established in and for the City of Hackensack a Communications Department for the purpose of centralizing and performing the necessary dispatching functions for the efficient operation of the Police and Fire Departments of the City of Hackensack.
The City Manager, after certification from the Civil Service Commission, is authorized to appoint persons as dispatchers employed within the Communications Department of the City of Hackensack at annual salaries not to exceed that which is established in the City of Hackensack Salary Ordinance.[1]

All existing employees presently assigned to the Police or Fire Department as civilian dispatchers are continued in title and position, but transferred from the two aforementioned Departments to the Communications Department.
Qualifications for appointment as an employee assigned to the Communications Department, the removal therefrom and the taking of disciplinary action with respect to any such employee shall be such as are prescribed by the statutes of the State of New Jersey with respect thereto.
