A. 
The schedule of attorney fees to be assessed or imposed by the Township of Bethlehem in connection with the filing of municipal claims and liens and the collection of delinquent accounts, which fees shall be as set from time to time by resolution of the Board of Commissioners, is hereby adopted.[1]

B. 
There shall be added to the fees the reasonable out-of-pocket expenses of counsel in connection with each of these services, as itemized in the applicable counsel bills, which shall be deemed to be part of the fees. The amount of fees determined as set forth in the schedule referenced above shall be added to the Township's claim in each account.

The Township and any attorney or private collector collecting delinquent municipal claims on behalf of the Township are hereby authorized to accept payment of delinquent municipal claims by credit card or debit card.
Where payment is by credit card or debit card, any charged by the credit card or debit card company and/or the credit card or debit card servicing agent shall become part of the delinquent municipal claim of the Township and be charged immediately to the credit card or debit card used to make payment.
The foregoing applies to all credit card or debit card payments made by mail, telephone, the internet or in person.
The provisions of this article shall be severable and if any provisions thereof shall be declared unconstitutional, illegal or invalid, such decision shall not affect the validity of any of the remaining provisions of this article. It is hereby declared as a legislative intent of the Township that this article would have been enacted had such unconstitutional, illegal or invalid provision(s) not been included herein.
All ordinances and parts of ordinances inconsistent herewith are hereby repealed.
This article shall be effective five days after its enactment.
