A. 
Upon application in writing and good cause being shown, the County Superintendent of Highways may issue a special permit, at his discretion, in writing, authorizing the applicant to operate or move a vehicle of excessive maximum size and weight temporarily upon said highways, upon showing an undue hardship or upon showing that said vehicles cannot reasonably be dismantled or disassembled.

B. 
Indemnification of County. The County Engineer, however, may require such applicant to indemnify said County against any damages to road foundations or surfaces or structures, and may require such undertaking or other security as may be deemed necessary to compensate for any injury to said road or road structure prior to granting said permit.

A. 
The fee schedule for overweight/overdimension permits issued by the McLean County Highway Department shall be set forth in Chapter 205, Fees.
B. 
Contractors or businesses with repeat loads with weights complying with 625 ILCS 5/15-111(a) and (b) and under 12 feet in width may be issued a blanket permit, with fees as set forth in Chapter 205, Fees.

A. 
Fees to be in effect while the spring weight limit posting signs are in place and the ground is not frozen shall be set forth in Chapter 205, Fees.
B. 
These permits are subject to reduction or revocation when weather conditions warrant. Notice of change shall be by telephone or fax.
C. 
Utility companies for emergency repairs, companies providing fuel, fertilizer, feed, garbage pickup, and picking up milk may be issued limited weight permits on a seasonal basis with a fee as set forth in Chapter 205, Fees.
A. 
Permits must be in the vehicle and available to be inspected by police or Highway Department personnel.
B. 
Permits issued under this article shall state as follows:
(1) 
This permit does not preclude compliance with other existing laws which may apply to the movement.
(2) 
The permittee assumes all responsibility for injury to persons or damage to public or private property, including roads and bridges and including his own, caused directly or indirectly by the transportation of vehicles and objects authorized by this permit. The permittee agrees to hold the County of McLean harmless from all suits, claims, damages or proceedings of any kind and to indemnify the County of McLean for any claim it may be required to pay arising from the movement.
(3) 
Permittees and operators of escort vehicles must have a policy in effect or be self-insured in the minimum amount of $1,000,000 per occurrence for bodily injury and property damage.
(4) 
The permit is not valid on any highway or bridge posted for a load limit less than the gross weight on the permit, on any highway closed to traffic, or on any highway not maintained by the McLean County Highway Department. The permittee must obtain permission from the individual Township Highway Commissioner for moves on township roads, from IDOT for moves on state highways, and from the municipality for moves on city streets.
