The purposes of this chapter are to promote the health, comfort and safety of the residents of the Township, to reduce erosion of land within the Township, to prevent the deposit of silt and mud in streams, to prevent mud from flowing upon and over Township roads, to protect adjacent properties from dust and dirt and to prohibit nuisances and regulate the use of land in the Township.

No person shall permanently remove or permit the permanent removal of topsoil from any land located within the Township.

This chapter shall not be construed to prohibit a person from removing topsoil temporarily for the construction of a building and regrading the land surrounding the building following such construction, nor from permanently removing topsoil from an excavation for a building, road, bridge or other permanent structure or for improvement to the land.
