A. 
It shall be unlawful for any person to permit a dog to run at large in any unincorporated area of this County which has been subdivided for residence purposes. Any dog found running at large contrary to the provisions of this article may be apprehended and impounded by authorized personnel of the Animal Control Center or any Illinois law enforcement officer.

B. 
A dog found running at large a second or subsequent time shall be spayed or neutered within 30 days after being reclaimed unless already spayed or neutered. Failure to comply shall result in impoundment of the dog.

A. 
It shall be the duty of the Animal Control Administrator to enforce all provisions of this chapter pursuant to his/her authority under the Animal Control Act, 510 ILCS 5/1 et seq.
B. 
Any duly authorized personnel of the Animal Control Center, any Illinois law enforcement officer, the Sheriff or Sheriff's Deputy of McLean County is hereby authorized, empowered, and ordered to exercise all powers and duties necessary or related to the implementation, execution, and enforcement of the provisions of this chapter.
Any person found in violation of any provision of this article shall be subject to a fine not to exceed $50 for any one offense.
A. 
Separate offenses. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
B. 
Use of fines. Said fines shall be used for animal control and to otherwise effectuate the intent and purpose of this chapter.
Nothing in this article shall be taken or interpreted to be inconsistent with the duties and responsibilities imposed upon the Animal Control Administrator by the Animal Control Act.[1]
