The purpose of this article is to require the clear display of authorized and assigned house or building numbers on every building fronting on any street in the Township of Logan in order to assist the general public and emergency services, public and private, in identifying any property in case of emergency or otherwise.
All residential, commercial, industrial or other structures erected or to be erected within the Township of Logan shall display identification numbers as provided herein and in accordance with specifications provided herein.
The owner, occupant or lessee of each and every structure which now fronts or which may hereafter front upon any public or private street within the Township of Logan shall, at his own expense, within three months after the adoption and publication of this article, cause the authorized and assigned number of such structure to be permanently and conspicuously placed in accordance with the specifications set forth herein.
House or building numbers shall be:
A. 
Block numbers.
B. 
A minimum height of three inches.
C. 
Mounted in a secure fashion to the front wall of the building so as to be clearly visible from the street.
D. 
Sufficiently legible as to contrasting background, arrangement, spacing and uniformity so as to be clearly visible from the street.
E. 
For residential properties, at least 30 inches above ground level and so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the street upon which the house fronts.
F. 
For all other structures, the numbers shall be attached approximately six inches from the top of the entrance or doorway.
G. 
The owner or occupant of any multiunit commercial or professional structure shall affix the numbers and business name identification at the rear entrance.
If numbers affixed to the front of the building would not be visible from the street as required in § 119-15, requirements of this article are satisfied if the owner, occupant or lessee shall provide the block numbers, as required in § 119-15, upon a post, rod or other type of fixture of substantial nature at or near the road frontage with the same number affixed thereon and so located upon the same so that the number may be conspicuous and visible from the street upon which the building fronts. When the provisions of this section have been complied with, the owner, occupant or lessee of the house or building shall not be otherwise obligated to affix block numbers to said house or building and shall be permitted, at his option, to utilize cursive numbers or no number at all upon the house or building.
House numbers shall be determined by the Township Engineer and Tax Assessor of the Township of Logan. Every owner, occupant or lessee of a building constructed or to be constructed in the Township of Logan shall apply to the Township Engineer and Tax Assessor for a number, if no number has been previously assigned, in accordance with this article.
Garden apartments and townhouse complexes shall provide such building and apartment numbers as are provided for in the 2006 International Building Code, New Jersey Edition, and 2006 International Residential Code, as amended.
Any structure erected, repaired, altered or modified after the effective date of this article shall have the certificate of occupancy withheld until permanent and proper numbers and identification have been affixed.
The owner, occupant or lessee shall display identification numbers within 10 days of notice from the Township Inspector and/or designated Township inspection representative. Such notice may be served upon the owner, occupant or lessee in person or by leaving the same at his or her usual place of residence with a member of their family above the age of 14 years. In case any such owner shall not reside in the Township of Logan or in the case any such tenant shall not reside in the Township of Logan, notice may be served upon him or her personally or mailed by certified letter to the last known post office address, or it may be served upon the occupant of the property or upon the agent of the owner or tenant in charge thereof.
Any person, partnership, corporation or occupant violating any provision of this article shall be notified of the violation and be provided 10 days to comply. In the event of a violation of this article, a fine not to exceed $250 shall be imposed.
