A. 
No person shall locate radios or similar devices or amplifiers thereof so as to or that may project sound into highways or neighborhoods for advertising or business purposes; and no person owning, occupying or having any charge of any building or premises or any part thereof in the Village shall cause, suffer or allow any loud, excessive or unusual noise or noise in the operation or use of any radio, phonograph or other mechanical or electrical or reproducing device, instrument, machine or amplifier thereof, which loud, excessive or unusual noise shall disturb the comfort, peace and quiet or health or safety of persons in the vicinity.
B. 
The creation of any unreasonably loud, disturbing or unnecessary noise or any noise between 11:00 p.m. and 8:00 a.m. which disturbs the quiet, comfort or repose of persons in any dwelling or other types of residence within the Village is prohibited.
C. 
The construction of any building, structure or accessory improvement on any public or private land is prohibited at any time on Sundays or other than between the hours of 8:00 a.m. and 7:00 p.m., prevailing time, on any other day of the week, except in cases of urgent necessity in the interest of public safety as determined by the Village Building Inspector and/or Mayor and only for as long as the emergency continues.

The use of mechanical loudspeakers or amplifiers or radios on trucks or other moving vehicles is hereby prohibited between the hours of 9:00 p.m. and 8:00 a.m.

Any person violating any provision of this chapter shall be liable for a fine not to exceed $250 for each offense or by imprisonment not exceeding 15 days, or both.
