Any animal within the City suffering from any disease communicable
to man shall be disposed of as provided in this chapter.
The body of any animal or fowl dead of any disease, or killed
on account of a diseased condition, shall be incinerated, rendered
into tankage, or otherwise disposed of in such a manner as not to
constitute a nuisance or hazard to the public health; the body of
any dead animal shall not be buried within the City limits.
A.
Every person shall promptly report to the Health Officer any animal
or fowl ill with, or suspected of being ill with, any disease communicable
to humans. Failure to make such a report shall be a violation of this
Public Health Code.
B.
An investigation shall be made by the Health Officer of all reported
or suspected cases of disease communicable to humans in animals or
fowl, and all possible precautions shall be taken to prevent the spread
of any such disease among other animals or fowl or its communication
to humans.

In applying for a license, the applicant shall submit detailed plans
for the rendering plant, describing its proposed location, construction,
equipment, water supply, and sewage and refuse disposal facilities
and such other information as may be required by the Health Officer,
as well as all other permits and approvals required under City ordinances
and all other laws.
C.
If after investigation the Health Officer is satisfied that such
a plant can be operated without detriment to the health and safety
of the public, he or she shall issue a license therefor, which license
shall be issued after an annual inspection and shall be effective
so long as the plant is operated in accordance with law, ordinances
of the City and this Public Health Code. The annual fee for the issuance
of such a license shall be $100.
The hauling of any dead animal or of offal for disposal in a
rendering plant shall be in a vehicle with a watertight floor, a watertight
cover, and sides capable of being washed and scrubbed to eliminate
any offensive material, and said vehicle shall be kept in a clean
condition.
All grease and other products of a rendering plant not utilized
in fertilizers but packed for use in, or transportation to, some other
locality shall be branded, marked, tagged or otherwise identified
on every package with a conspicuous label, boldly printed as follows:
"Inedible __________ of Dead Animals," with the name of the product
to appear in the space left blank.
No person shall leave in or throw into any street, alley, stream,
water supply, or public or private property, or leave exposed or partially
buried, the whole or any part of any dead, sick or injured animal,
nor shall any person dispose of any dead animal or keep any sick or
injured animal in a place where the same might be dangerous to life
or detrimental to the health of any persons.
No person shall bring, or cause to be brought, into the City
any hides, bones, peltry, or any other parts of animals that might
serve as an attraction to or a breeding place for insects or other
vectors or infections or which may in any way endanger the public
health.
No hides, bones or other offensive material shall be kept in
any refrigerator or cold storage area of any store, meat market, slaughterhouse,
or other establishment where meat is hung or stored.
No person shall sell or offer for sale live poultry or fowl,
or kill any such fowl on any sidewalk, street or public place within
the City, except that killed and dressed fowl may be sold in public
markets and stores.
All animals, except domestic pets, shall be kept within the
limits of the owner's property by fence, leash or other suitable
restraint. Domestic pets shall be kept within the limits of the owner's
property, except when accompanied by and under the control of a person.
Pet offal and bedding shall be placed in a small carton sealed
or tied and placed with rubbish.
A.
The keeping of nonpoisonous snakes of any kind, except in enclosed
cages of adequate size, and the keeping and/or releasing of nonpoisonous
constrictors and poisonous creatures of any kind is declared a nuisance
prejudicial to the public health and is prohibited. An exception to
the keeping of poisonous creatures of any kind or nonpoisonous constrictors
is created for the purpose of using such poisonous creatures and nonpoisonous
constrictors for educational enrichment. The keeping of such poisonous
creatures and nonpoisonous constrictors shall be permitted by bona
fide educational institutions and by municipal and/or zoological parks.
B.
The possession or release of nonpoisonous constrictors or poisonous
creatures of any kind shall constitute a summary offense.
