Pursuant to § 7-725-a of the Village Law as amended, § 266-59 of the Zoning Local Law of the Village of Suffern (hereinafter referred to as the "Zoning Law")[1] delegates final authority to the Planning Board for approval
of any site plan required by the Zoning Law. These regulations are
adopted pursuant to § 7-725-a of the Village Law to establish
procedures and standards for review of site plan applications.
A.
The provisions of these regulations apply to site plans required by § 266-59 of the Zoning Law of the Village of Suffern.
B.
Site plan required. Except for one-family and two-family dwellings,
approval of a site plan by the Planning Board is required for:

Change of use. A change of use of a building, structure or lot is
interpreted for purposes of this chapter as:

A change in the off-street parking standards for a use as specified in § 266-22, Schedule of General Use Requirements;
(3)
A change in a building's facade.
D.
Where site plan approval is required, applications for the issuance
of a building permit, certificate of occupancy or certificate of use
must be accompanied by a copy of the approved site plan bearing the
signature of the Planning Board Chairman. The continued validity of
any certificate of occupancy or certificate of use shall be subject
to continued conformity with such approved site plan and conditions.
Revisions of approved site plans shall be subject to the same approval
procedure.
