As used in this article, the following terms shall have the meanings indicated:
SELF-PROPELLED DEVICE
Any vehicle or device, including but not limited to bicycles, rollerblades, rollerskates, skateboards or scooters, propelled by an operator or operators (infant carriages excepted).
These regulations applicable to self-propelled devices shall apply whenever a self-propelled device is operated upon any street or upon any public path set aside for the exclusive use of self-propelled devices, subject to those exceptions stated herein.
The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this article.
Every person riding a self-propelled device upon a roadway shall be subject to the provisions of the vehicles and traffic laws of this Village applicable to the driver of a motor vehicle, except as to special regulations in this chapter and except as to those provisions of such laws which by their nature can have no application.
A. 
Any person operating a self-propelled device shall obey the instructions of official traffic signals, signs and other control devices applicable to vehicles and all regulations as set out in Article 34, §§ 1230 to 1236, inclusive, of the Vehicle and Traffic Law of the State of New York.
B. 
Whenever authorized signs are erected indicating that no right, left or U-turn is permitted, no person operating a self-propelled device shall disobey the direction of any such sign, except where such person dismounts from the self-propelled device to make any such turn, in which event such person shall then obey the regulations applicable to pedestrians.
C. 
Any person operating a self-propelled device on a Village street, road, thoroughfare or in a Village park shall wear a protective helmet.
(1) 
Passengers on bicycles or scooters are prohibited.
(2) 
For the purposes of this subsection, "wearing a helmet" means having a helmet of good fit fastened securely upon the head with the helmet straps.
D. 
The operator of any self-propelled device shall wear a helmet which satisfies the standards adopted by the New York State Commissioner of Motor Vehicles, or, in the absence of the adoption of such standards by the Commissioner, such helmet must satisfy the standards recommended by the Snell Memorial Foundation, Safety Equipment Institute or United States Consumer Product Safety Commission.
No person shall park a self-propelled device upon a street other than upon the roadway against the curb or upon the sidewalk in a rack to support the self-propelled device or against a building in such manner as to afford the least obstruction to pedestrian traffic and motor traffic.
No person shall ride a self-propelled device, as defined by this article, upon any sidewalk within the Village of Florida, New York.
Any person committing an offense against any provision of this article shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for term not exceeding 15 days, or by both such fine and imprisonment. The continuation of any offense against the provisions of this article shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
