A.Â
This
chapter shall constitute part of the Administrative Code of the City
of Englewood and may, by itself, for convenience, be cited and referred
to as the "Administrative Code."
B.Â
All
provisions of the Administrative Code shall be interpreted and applied
consistent with all provisions of Chapter 123 of the Laws of New Jersey,
1978, known as "The Englewood Charter (1978)," hereinafter sometimes
referred to as "the Charter."[1]

A.Â
The
functions, powers and duties of the City government shall be allocated
as hereinafter described in this chapter.
B.Â
Subject
to the Charter, such allocation and assignment of functions and duties
may be changed by the Council by ordinance.
C.Â
The
head of each department, subject to the provisions of the Administrative
Code and subject to any direction by the City Manager, may prescribe
the internal organization of the work of such department, direct and
supervise the subordinate officers and employees of the department,
and make, alter and enforce individual work assignments.
