There is hereby established, as a department of the City government, a Department of Finance and Data Processing. The department head of the Department of Finance and Data Processing shall be the Director of Finance and Data Processing.
A. 
The functions and duties of the Department of Finance and Data Processing shall be to administer all financial and data processing matters pertaining to operation of the City government, including maintenance of all of the financial, accounting and budgeting books and records of the City, and including operations of the Office of the Tax Assessor, Tax Collector, the Central Purchasing Office and the Office of Data Processing.
B. 
The functions and duties of the Director of Finance and Data Processing shall be to oversee and supervise the operations of the Department of Finance and Data Processing and all employees assigned to that Department, and shall include overall responsibility for all financial matters related to the operation of the City government and the operations of the data processing system of the City, and the performance of such other functions and duties as may be prescribed by the City Manager.
A. 
The Office of the Receiver of Taxes shall be an office within the Department of Finance and Data Processing.
B. 
The head of the Office of the Receiver of Taxes shall be the Receiver of Taxes.
C. 
The Office of the Receiver of Taxes shall perform those duties prescribed by statute respecting or related to the receiving and collecting of taxes, together with such other functions and duties as may be prescribed by the Director of Finance and Data Processing or the City Manager, provided that nothing herein contained shall be deemed to change, modify or eliminate any statutory duty of responsibility of the Receiver of Taxes.
A. 
The Office of the Tax Assessor shall be an office within the Department of Finance and Data Processing.
B. 
The head of the Office of the Tax Assessor shall be the Tax Assessor.
C. 
The Office of the Tax Assessor shall perform those duties prescribed by statute respecting or related to the assessment of real property within the City, together with such other functions and duties as may be prescribed by the Director of Finance and Data Processing, or the City Manager, provided that nothing herein contained shall be deemed to change, modify or eliminate any statutory duty or responsibility of the Tax Assessor.
D. 
One-hundred-percent disabled veteran tax refunds. A retroactive refund of property taxes as set forth in N.J.S.A. 54:4-3.32 shall be limited to the current year of the submission of a proper claim to the Tax Assessor as required by N.J.S.A. 54:4-3.30 and the prior year but in no event greater than a twelve-month period in the aggregate.

A. 
The Central Purchasing Office shall be an office within the Department of Finance and Data Processing.
B. 
The head of the Central Purchasing Office shall be the staff assistant for finance and purchasing.
C. 
The Central Purchasing Office shall operate a central purchasing system to serve the City government, and shall perform such other functions as may be prescribed from time to time by the Director of Finance and Data Processing or by the City Manager.

The Office of Data Processing shall be an office within the Department of Finance and Data Processing.
B. 
The head of the Office of Data Processing shall be the Data Processing Manager.
C. 
The Office of Data Processing shall manage and operate the City's data processing and computer systems.
A. 
The Finance Office shall be an office within the Department of Finance and Data Processing.
B. 
The Director of Finance and Data Processing shall directly supervise the operations of the Finance Office.
C. 
The Finance Office shall perform all of the functions and duties of the Department of Finance and Data Processing except those which are allocated to other offices within the Department.
A. 
The position of City Treasurer shall be a position within the Department of Finance and Data Processing.
B. 
The holder of the position of budget and accounting supervisor shall, by virtue of his or her position, also hold the position of City Treasurer, provided that such designation shall not entitle such person to any additional salary or compensation, unless the same shall be prescribed by ordinance or resolution.
C. 
The City Treasurer shall perform such duties related to the finances of the City as shall be prescribed by law or as prescribed by the Director of Finance and Data Processing or the City Manager.
D. 
The City Treasurer shall furnish a bond as required by law, in an amount and in a form approved by the Council, the cost of which shall be paid by the City.[1]
