The following advisory committees, as heretofore established, are hereby continued, each with the following designated number of members and with the term of office of each such member to be as follows:
A. 
Financial Advisory Committee: 15 members; five-year term.
B. 
Recreation Advisory Committee.

(1) 
Twelve members consisting of two members from each ward and four members at large, with staggered terms so as to result in the expiration of no more than four terms in any one year, appointed by the City Council.

(2) 
One representative from each organization permitted by the City of Englewood to conduct recreational programs within the City of Englewood. Each such organization shall, prior to January 1 of each year, submit to the City Council the name and address of the individuals suggested as said representative. Appointments of such representatives shall be made by the City Council for a one-year term.
C. 
Traffic Advisory Committee: 11 members; three-year term.
D. 
Mental Health Advisory Committee: 12 members; three-year term.
A. 
All members of the advisory committees named in § 8-18 shall be either residents of, or employed in, the City, and shall be appointed by the Council.
B. 
All terms shall expire on December 31 of the last year for which the appointment shall have been made.
C. 
The Chairman of each advisory committee shall be appointed from among its members by the Council annually, to serve for a one-year term expiring on December 31 of the year of appointment.
D. 
Vacancies shall be filled by Council appointment for the balance of the unexpired term.
Each advisory committee shall meet regularly at the call of its Chairman, may elect from among its members such other officers as may be appropriate and shall study and consider plans, programs and policies, both short term and long range, relating to the area of its interest and responsibility for the purpose of effecting economies and improving municipal services therein, and shall report to the Council regarding its studies and shall recommend implementing programs, directives, ordinances and resolutions to the Council and shall perform all other study, advisory, recommendatory and other functions as the Council shall from time to time request of it.
Each member of each advisory committee shall serve without compensation, and no advisory committee or committee member shall incur any expense without prior approval by the Council by resolution.
In addition to the advisory committees named above, the Mayor and/or the Council is hereby authorized to appoint ad hoc committees for the study, consideration and making of recommendations with respect to any appropriate area of municipal responsibility, such committees to perform such specific functions and to consist of such membership as the Mayor and/or the Council (whichever shall have created the committee) shall direct and designate.
