A. 
Any vehicle, located upon any public street, public place, or municipal parking lot, which is disabled to the extent that the operator cannot remove it or which is abandoned or any unoccupied vehicle parked or standing in violation of any City ordinance either for a period exceeding three hours or in such a manner to pose a menace to the safe and proper regulation of traffic and parking or any vehicle owned by a person against whom there are outstanding warrants for parking or traffic violations issued by the City of Englewood shall be deemed a nuisance, and any law enforcement officer of the City of Englewood may cause or provide for the removal and impoundment or immobilization of said vehicle.
B. 
The City of Englewood, its agents, servants, or employees shall not be liable in any manner for damage incurred in the towing, storage, immobilization, possession, or disposition of any vehicle which is removed, impounded, or immobilized pursuant to the provisions of this article.
A. 
Before regaining possession of any vehicle which has been removed and impounded, the owner shall pay the reasonable costs of removal and storage of such vehicle and any outstanding fines or court costs imposed for any traffic or parking offense committed within the City of Englewood.
B. 
With respect to any vehicle immobilized by a boot or similar device, the owner thereof shall pay a fee of $25 (or such other fee as may from time to time be established by the applicable ordinance establishing fees for the City of Englewood) to the City of Englewood, together with any outstanding fines or court costs imposed for any traffic or parking offense committed within the City of Englewood, prior to the removal of such immobilization device by the City of Englewood.
C. 
No person shall damage or remove, or cause to be damaged or removed, any immobilization device placed upon a vehicle by the City of Englewood, nor move or cause to be moved any vehicle upon which any immobilization device has been placed by the City of Englewood, except in accordance with the provisions hereof.
A. 
Immediately after a vehicle is so removed, the Chief of Police, or a member of the Police Department acting for him, shall notify the registered owner, in writing, by personal service or by mailing such notice by certified or registered mail to the last known address of such owner, of the removal of the vehicle, the reason for same, and the location of the vehicle.
B. 
Upon placing any immobilization device upon a vehicle, a notice shall be affixed to the vehicle advising the owner thereof of the procedure to procure the removal of such immobilization device by the City of Englewood.
