Employment by the City of Englewood shall be in one of the following categories:
A. 
Classified service, which shall include those permanent positions established in the classification of positions on file in the Clerk's office.[1]

B. 
Unclassified service, which shall include those positions listed as being in the unclassified service, and which are not included with the aforesaid classification on file in the Clerk's office.[2]

C. 
Special grant positions, which shall include positions for which salaries are paid by grants from the federal government, or from the State of New Jersey, or from other governmental agencies, which positions shall continue in existence only so long as such grants shall continue.
D. 
Temporary employees, which shall include employees hired on a nonpermanent basis, whether for a specified or unspecified period of time, and whether to fill a temporarily created position or to fill a permanent position on a temporary basis.
The classification of positions in the classified service heretofore adopted shall be continued.

The purpose of said classification is to group into one classification those positions sufficiently similar in respect to duties and responsibilities so that similar requirements as to training, experience, knowledge, skill, and personal qualities, and similar rates of compensation, shall be applicable thereto.
The Human Resources Department, under the supervision of the City Manager, and in consultation with collective negotiation representatives of City employees, shall review such classification regularly and make recommendations to the Council respecting desirable changes therein in order to accomplish such purpose.[1]
