A. 
Except as otherwise permitted or required by ordinance or specifically authorized by resolution of the City Council, no person shall:
(1) 
Encumber or obstruct or suffer or permit to be encumbered or obstructed any public street, sidewalk, alley or public place by the erection or construction of any stoop, step, platform, window, cellar door, area, descent into a cellar or basement, bridge, sign, or any post, erection or projection, including public telephones, in, over or upon any public street, sidewalk, alley or public place; or
(2) 
Throw, put or place, or cause or permit to be thrown, put or placed, into, upon or within any public street, sidewalk, alley or public place, any article, substance, matter or thing whatsoever, whereby the safe, free or unobstructed use of the same by the public for vehicular or pedestrian traffic may be in any way interfered with.
B. 
Within 30 days following receipt of a notice from the City of Englewood, the owner of the premises upon which any unlawful encumbrance or obstruction is located shall remove such unlawful encumbrance or obstruction.
C. 
In the event of the failure or refusal of the owner of such premises to have such unlawful encumbrance or obstruction removed, the City of Englewood may cause the removal of such obstruction or encumbrance at the expense of the property owner, which cost a lien against the aforesaid premises.
No person shall use any portion of the street or public place for the display of wares, goods, signs or any other article.
Notwithstanding the provisions of §§ 380-22 and 380-23 of this article, or the provisions of any other ordinance, the Council may designate one period during any one year, not to exceed 72 hours, as a period during which business establishments within the City may display their wares and goods and offer same for sale on the street, or on the sidewalk portion of the street, or on a designated street or streets or portions thereof, subject to such rules, regulations, conditions and limitations as the Council may impose in order to reasonably regulate the passage and safety of vehicular and pedestrian traffic within and around the area so designated, and to protect and preserve the health, safety and welfare of residents of and business establishments located within the City.
Any person who violates any provision of this article shall, upon conviction thereof, be subject to a fine not to exceed $500 or imprisonment for a term not to exceed 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
