A. 
Every owner or occupant or person having control of any lot or premises in the Village shall maintain such lot or land along the sidewalk or street adjacent to the same, between the property line and the curb or middle of the street or for 10 feet outside the property line if there be no curb, free of any growth of weeds or grass to a greater height than six inches on the average, or any accumulation of dead weeds, grass or brush from May to October inclusive.
B. 
Every owner or occupant or person having control of any lot or premises in the Village shall keep the same free from any poison ivy, ragweed or other poisonous plants or plants detrimental to health.
C. 
Every owner or occupant or person having control of any lot or premises in the Village shall trim the hedges, shrubs and trees so that the same will not interfere with the line of sight of motor vehicle operators or pedestrians attempting to cross an adjacent intersection or attempting to make a turn upon an adjacent intersection or impede or interfere with pedestrian traffic upon any sidewalk abutting said lot or premises.
D. 
Every owner or occupant or person having control of any lot or premises in the Village shall trim the hedges, shrubs and trees so that the same will not grow over or so close to the sidewalk as to interfere with pedestrian or bicycle traffic.
E. 
No person shall sweep, throw or deposit, or cause to be swept, thrown or deposited, any ashes, dirt, stone, brick, leaves, grass, weeds, or any other debris or rubbish of any kind into any public highway, street, gutter or public place or upon any sidewalk within the Village.
F. 
No cut or fallen trees, or parts thereof, shall be allowed to remain upon the ground longer than 10 days, unless cut and stacked as cordwood in the side or rear yard. Brush shall be removed by the property owner within 10 days of its appearance upon the lot or premises.
After it has been determined that a health hazard, fire hazard, safety or traffic hazard or public nuisance exists as a result of the existence of weeds, grass, brush or other uncultivated vegetation or accumulation of dead weeds, grass or brush, the Village Clerk shall give notice to the owner of such lot, land or place that such condition exists, by mailing to such owner a written notice at his last known address.
A person upon whom notice has been served to cut, trim or remove such noxious long grass or rank growths and who for five days after service shall neglect or fail to comply with the provisions of any such notice shall be deemed to have violated this chapter.
If, after the expiration of 10 days from the date of mailing the notice provided in § 58-4, the owner shall fail to comply with the requirements of § 58-1, the Coordinator of Public Works shall have the power to cut, trim or remove such weeds, grass, brush or other uncultivated vegetation or accumulation of dead weeds, grass or brush on any such lot, land or place in the Village of North Collins, and the expense thereof shall be charged to the property so affected by including such expense in the next annual tax levy against the property, pursuant to the Village Law of New York.
Any member of the Board of Trustees, duly authorized officers or agents of the Board of Trustees or any member of the North Collins Police Department is hereby empowered to enforce the provisions of this chapter.
Any person committing an offense against any provision of this chapter shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
