As used in this chapter, the following terms shall have the meanings indicated:
HAWKING or PEDDLING
Engaging in either:
A. 
The business of selling or attempting to sell or soliciting orders for the sale of any property or any services, by going from house to house, place of business to place of business, or any combination thereof; or
B. 
Soliciting contributions for any person, organization, entity or any other purpose, by going from house to house, place of business to place of business, or any combination thereof.
SOLICIT and SOLICITATION
The request, directly or indirectly, of money, credit, property, financial assistance or other thing of value on the plea or representation that such money, credit, property, financial assistance or other thing of value will be used for a charitable or religious purpose.

Hawking, soliciting and peddling, except the peddling of meats, fish, fruit and farm produce by farmers and persons who produce such commodities and by an honorably discharged soldier, sailor or marine who is crippled as a result of injuries received while in the naval or military service of the United States or the holder of a license granted pursuant to § 32 of the General Business Law, is forbidden without a license to do so granted by the Village Clerk or Mayor of the Village of North Collins, New York.
The rate of fee for such license shall be and is $3 per day or $50 per year.

No person, firm or corporation granted a license to peddle or solicit in the Village of North Collins shall conduct such activities before 8:00 a.m. or after 6:00 p.m. or sunset, whichever occurs first.
Any person committing an offense against any provision of this chapter shall be guilty of a violation punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
