Where there are practical difficulties or unnecessary hardships in the way of carrying out the strict letter of these regulations, the Planning Board may, by a unanimous vote of a quorum of its members present at any regular or special meeting, waive, vary or modify the application of the requirements of these regulations, with the exception of procedural provisions as stated in Article II, so that the spirit of the regulations shall be observed, public safety and welfare secured and substantial justice done. This section shall not be construed to permit such waiver, variation or modification of the regulations wherein such action by the Planning Board is specifically prohibited. In instances where the Planning Board waives, varies or modifies the application of the regulations, it shall state its reasons therefor in the minutes of the meeting of the Planning Board.
