[Adopted 7-5-1988 by L.L. No. 2-1988 as Ch. 119, Art. II
of the 1988 Code]
No person, except the properly authorized employees of the waterworks,
shall be permitted to make any connections with the mains or the distributing
pipes of the waterworks or turn the water on or off at the service
box.
No consumer shall be permitted to furnish water to other people
without special permission, under penalty of having service discontinued.[1]
Leaky faucets, valves or service pipes are prohibited. If leaks
are found on inspection, at any time, the waterworks reserves the
right to make an excess charge on the next bill rendered or to discontinue
service, as conditions may warrant.
The Water Commissioner or other authorized agents of the waterworks
shall have access to all parts of the premises supplied with water
for the purpose of inspecting the service or for placing, replacing
or reading meters.
Any person responsible for tampering with or opening a fire
hydrant or gate valve, other than the authorized agents of the waterworks,
except in case of fire, without permission will be subject to the
fine prescribed by the Penal Law.
Any extension of waterlines or the changing or installation
of fixtures on property supplied with water shall be reported by the
plumber, property owner or tenant to the Water Commissioner for his
approval.
Contract for water service will be made with the owner of premises
to be supplied, who will in all cases be held responsible for all
charges for water supplied to said premises.
Reasonable care and diligence will be used to provide a constant
supply of water through the mains to the consumers, but the waterworks
reserves the right, at any time, and without notice, to shut off the
water in the mains for the purpose of repairs or extensions or for
other purpose; and it is expressly agreed that the waterworks shall
not be liable for the deficiency or failure in the supply of water
for any cause whatsoever or for any damage caused thereby or for any
bursting or breaking of any mains or service pipes or any attachment
to the waterworks.
Every service shall be connected with the main by pipe not less
than 3/4 inch in diameter. All service pipes must be supplied with
a corporation cock at the main and a curb cock and service box between
the walk and curbline and, in each case, are to be so placed as to
be easily seen and readily accessible.
Every plumber, before covering any service pipe, must notify
the Water Commissioner for his inspection.
Tap fees are set by resolution of the Board of Trustees. The
current fee schedule may be obtained from the Village Clerk.
All service or distribution pipes, service cocks, service boxes,
stop cocks, valves, fixtures, etc., beyond the mains shall be properly
maintained at the expense of the property owner; and in case of freezing
beyond the mains, the property owner shall stand the expense of thawing
and repairing.
A.
A suitable meter pit shall be provided at the expense of the property
owner where there is no cellar or where other conditions make it necessary.
The meter will be furnished by the waterworks, but the setting and
the subsequent resetting will be done at the expense of the property
owner who also will be required to bear the expense of keeping the
meter in repair. In no case will anyone be allowed to disconnect or
tamper with a meter. If anything goes wrong with the meter, it shall
be reported at once to the Water Commissioner.
B.
If a water meter is damaged by freezing or any other cause, the property
owner must bear the cost of repair and replacement of the water meter.
C.
A deposit of $50 is required on all water meters outside of the Village
limits.
The Board of Trustees reserves the right to change these rules,
regulations and prices from time to time, as conditions may require.
The schedule of water rates for the use of Village water by
consumers and applicable penalty and service charges are set by resolution
of the Board of Trustees. The current schedule may be obtained from
the Village Clerk.
