The Civil Service Commission shall be constituted as prescribed
by law and shall elect one of its members President. Subject to and
in the manner provided by the Civil Service Law, the Commission may
appoint to hold office during its pleasure, a Secretary and such other
employees as may be prescribed by law, by this chapter or by the Board
of Estimate and Contract.
