Pursuant to § 62.23(2) and (3), Wis. Stats., the City
of Waterloo is authorized to prepare and adopt a Comprehensive Plan
as defined in § 66.1001(1)(a) and 66.1001(2), Wis. Stats.
The City Council of the City of Waterloo has adopted and followed
written procedures designed to foster public participation in every
stage of the preparation of a Comprehensive Plan as required by § 66.1001(4)(a),
Wis. Stats.
The Plan Commission of the City of Waterloo, by a majority vote
of the entire Commission recorded in its official minutes, has adopted
a resolution recommending to the City Council the adoption of the
document entitled "CITY OF WATERLOO COMPREHENSIVE PLAN," containing
all of the elements specified in § 66.1001(2), Wis. Stats.
The City of Waterloo has held at least one public hearing on
this chapter, in compliance with the requirements of § 66.1001(4)(d),
Wis. Stats., and provided numerous other opportunities for public
involvement per its adopted public participation strategy and procedures.
The Common Council of the City of Waterloo, Wisconsin, does,
by enactment of this chapter, formally adopt the document entitled
"CITY OF WATERLOO COMPREHENSIVE PLAN," pursuant to § 66.1001(4)(c),
Wis. Stats.

The Common Council of the City of Waterloo, Wisconsin, formally
adopts the document entitled "City Of Waterloo Comprehensive Plan
2021-2026 Plan Update," pursuant to § 66.1001(4)(c), Wis.
Stats., as an amendment to the document entitled "City Of Waterloo
Comprehensive Plan."
