For the purpose of promoting the public health, safety, and general welfare, the County Board of Stephenson County may, from time to time, amend the regulations imposed by this chapter.

Fees for the approval of preliminary plats and final plats shall be set from time to time by the County Board.

Whenever it shall come to the knowledge of the Recorder of Deeds or any officer or employee of Stephenson County that any of the provisions of this chapter have been violated, it shall be his duty to file a complaint against the person or parties offending, and the State's Attorney shall prosecute the same to final judgment. Whoever shall be convicted of violating any of the provisions of this chapter shall be subject to penalties as set forth in Chapter 1, General Provisions, Article II, Penalties, § 1-11, for each violation, and each separate day that such violations continue shall be deemed to be a separate offense.
