The director of planning and redevelopment shall be the executive director and chief technical adviser of the city planning commission and of the city redevelopment agency. If an assistant planner is appointed, he or she shall be the assistant to the director in relation to all of his or her duties and responsibilities. The department of planning and redevelopment shall provide staff assistance and technical advice to the city planning commission and to the city redevelopment agency, and perform such other services for the commission and for the agency as they may respectively require of it.
The department of planning and redevelopment shall also be responsible for zoning[1] and code enforcement, environmental management and for such issues relating to energy as may fall within the jurisdiction of the city government, in addition to the responsibilities relating to the preparation and maintenance of the comprehensive plan for the city, the preparation of the capital improvement program and the implementation of said plans.
