It is the intent of the Rochester Township Commissioners that
all actions or lack of action which causes a nuisance to be created
or exist, as defined hereinafter, shall be prohibited. The fact that
certain specific items have been enumerated as nuisances is not an
indication that this chapter is confined to those enumerated items.
It is the intent of this chapter to cover all nuisances as defined.
As used in this chapter, the following terms shall have the
meanings indicated:
Unreasonable conduct or use of land which in the judgment
of a reasonable person is naturally productive of injury to health
or a threat to public safety or of material annoyance, inconvenience,
discomfort or hurt.
