It shall be unlawful for any owner of any dogs (licensed or
unlicensed) to permit such dogs to run at large unaccompanied by the
owner or keeper.
It shall be unlawful for any owner of any dog to permit his/her dog to continuously bark outside and to become a nuisance as defined in Article I of this chapter.
It is the intent that this article shall be supplemental to
any laws of the Commonwealth of Pennsylvania hereinbefore or hereafter
adopted covering dogs within the Commonwealth of Pennsylvania. Should
any of the provisions of this article be contrary to the provision
of any Act of Assembly, it is the intent that the Act of Assembly
shall control.
The proper officers of the Township are authorized to enter
into such agreements or contracts with any individual, individuals
or corporations as may be reasonably necessary to implement the provisions
of this article in regard to the care and custody of such dogs detained
by the Township pursuant to the provision of this article and to provide
for the reasonable compensation of such person, persons or corporations
for such services.

The
permitting of the deposit of waste or feces by any dog shall constitute
a public nuisance; however, when the owner or person in control of
such animal immediately removes all feces deposited by the animal
in a sanitary manner and in a sanitary manner disposes of the same,
such nuisance as to said owner or person in control shall be considered
abated. No person having possession, custody or control of any animal
shall knowingly or negligently permit any dog or other animal to enter
onto the premises of any park, private property, playground and/or
recreation area to commit any nuisance, i.e., defecation or urination
upon the grounds of any park, private property, playground, and/or
recreation area within the Township.
B.Â
Repealer.
Any ordinance, chapter, section, subsection, paragraph, sentence or
phrase of any ordinance conflicting with the provisions of this section
shall and the same is hereby repealed to the extent of such conflict.
