The Community YMCA has filed a written consent with the Borough of Red Bank that the provision of Subtitle 1, Title 39, of the Revised Statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at the Community YMCA located in the Borough of Red Bank, County of Monmouth, as more particularly set forth in the site plan for the Community YMCA, Red Bank Branch, Tax Lot 139.01, Block 75.02, dated May 12, 1993 (hereinafter "site plan"), which site plan is on file and available for inspection in the Office of the Borough Clerk, and which site plan is incorporated herein and made a part hereof as if set forth at length, and the following regulations are hereby adopted and shall be enforceable:
A. 
All vehicles must park only in designated areas and between the lines provided.
B. 
Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan and signed with R7-8 (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.
C. 
Loading zone. The location described on the attached site plan is hereby designated as a loading zone. No person shall park a vehicle in the location indicated other than for loading or unloading of goods and materials.
D. 
Stopping or standing prohibited on certain streets. No person shall stop or stand a vehicle upon any of the streets or parts of streets described on the attached site plan.
E. 
Speed limits.
(1) 
The speed limits for both directions of traffic in the parking lots shall be 15 mph.
(2) 
Regulatory and warning signs shall be erected and maintained to effect the above designated speed limits authorized by the Department of Transportation.
F. 
Through street. The following streets or parts of streets are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except as shown on the attached site plan.
G. 
Stop intersection. The following intersections are hereby designated as stop intersections. Stop signs shall be installed as provided therein:

H. 
One-way streets. The following described streets or parts of streets are hereby designated as one-way streets in the direction indicated: as shown on the attached site plan.
I. 
No-passing zones. The following streets or parts of streets are hereby designated as no passing zones: entire complex.
J. 
Lane use. The following intersections are hereby designated as lane use: as shown on the attached site plan.
K. 
Left-turn prohibitions. No person shall make a left turn at any of the following locations: front driveway into rear parking area.
L. 
U-turn prohibitions. No person shall make a U-turn at any of the following locations: entire complex.
M. 
Trucks over four tons excluded. Trucks over four tons gross weight are hereby excluded from the following described streets or parts of streets, except for the pickup and delivery of materials on such streets: entire complex.
N. 
Tow-away. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
O. 
All signs, posts, or other necessary materials are to be installed and paid for by the applicant. Work shall be checked by the Police Department to insure installations meet state and federal specifications, and all signing shall conform to the current Manual on Uniform Traffic Control Devices.
P. 
Penalty. Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this section or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.[1]

The provisions of Subtitle 1, Title 39, of the New Jersey Statutes are made applicable to the semipublic drives and parking lots of the Red Bank Municipal Complex, commonly known as 90 Monmouth Street, and the following regulations are hereby adopted and shall be enforceable:
A. 
Parking between lines. All vehicles must park only in designated areas and between the lines provided.
B. 
Handicapped parking. All stalls shall be 12 feet wide as shown on the plan on file in the office of the Municipal Clerk and signed with R7-8 (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.
C. 
Assigned parking.
(1) 
There are parking areas for the general public, for permit parking only and for authorized vehicles only. The spaces are designated by the Borough and as shown on the plan on file in the office of the Municipal Clerk.
(2) 
The general public parking, including the handicapped parking, shall be utilized by members of the public only while doing business in the Municipal Complex. No person shall park a vehicle for longer than the time limit as shown on the plan on file in the office of the Municipal Clerk.
(3) 
No vehicle may park in a permit parking space unless such vehicle is used by the person to whom that space is assigned.
(4) 
No vehicle may park in an authorized vehicle space unless such vehicle is used by the authorized person to whom that space is assigned.
D. 
Stopping or standing prohibited on certain driveways. No person shall stop or stand a vehicle upon any of the driveways on the plan on file in the office of the Municipal Clerk; that is, no person shall permit a vehicle to occupy any portion of this property so as to interfere with or obstruct the passage of other vehicles or pedestrians.
E. 
Speed limits.
(1) 
The speed limits for both directions of traffic in the parking lots shall be 10 mph.
(2) 
Regulatory and warning signs shall be erected and maintained to effect the above designated speed limits.
F. 
No through traffic. The drives and parking areas of the Red Bank Municipal Complex parking lot are to be utilized by members of the public only for the limited purpose of doing business in the Municipal Complex. No person shall drive a motor vehicle on this Borough property for the purpose of avoiding a traffic control signal or sign. Additionally, no person shall drive a vehicle through the drives and parking lot of the Borough except for business at the Municipal Complex.
G. 
Stop intersection. The following intersection is hereby designated as a stop intersection. Stop signs shall be installed as provided therein.

A. 
Pursuant to the authority vested in the Borough of Red Bank pursuant to N.J.S.A. 39:5A-1 and pursuant to a request by Lolich Red Bank, LLC dated September 16, 2014, the Borough Council does hereby ordain that the subject premises, Block 120, Lot 53.09, in the Borough of Red Bank, shall have all their semipublic or private roads, streets driveways, access aisles and parking areas subject to Subtitle 1 of Title 39 of the Revised Statues of New Jersey.
B. 
General parking.
(1) 
All vehicles must park in designated areas and between the lines provided.
(2) 
Handicapped parking. All stalls shall be 12 feet wide as shown on the site plan on file in the Office of the Borough Clerk and signed with the R7-8 and R7-8P (reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.
C. 
Speed limits.
(1) 
The speed limit for both directions of traffic in the parking lot(s) shall be 15 miles per hour.
(2) 
Regulatory and warning signs shall be erected and maintained to effect the above designated speed limits authorized by the Department of Transportation.
D. 
Right-turn prohibition on Garfield Place. Right-hand turns from the property on to Garfield Place are prohibited.
E. 
Tow-away zones. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grassy area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
F. 
Signs. All signs, posts or other necessary materials to be installed shall be paid for by the property owner. All signage shall conform to the current Manual on Uniform Traffic Control Devices, pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27.
G. 
Violations and penalties. Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of this article or any supplement thereto shall be liable to a penalty of not more than $1,000 or imprisonment for a term not exceeding 15 days, or both.
H. 
Effect of regulations. If any part of this regulation is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of the regulation.
