A Township Chief Financial Officer shall be appointed by the
Township Committee. The Tax Collector, a Township Committee member,
or any other suitable person who is a legal voter of the Township
shall be eligible to be the Chief Financial Officer. The Chief Financial
Officer shall be appointed and serve for such term as authorized pursuant
to state statute.

The Chief Financial Officer shall have, perform and exercise
all the functions, powers and duties provided by general law and Township
ordinances, as follows.
A.
Books, records and accounts. The Chief Financial Officer shall keep
and maintain books and records of all financial transactions of the
Township in accordance with the standards and requirements of the
Division of Local Finance in the Department of Community Affairs of
the state of New Jersey. The Chief Financial Officer shall have custody
of all public moneys of the Township and shall make monthly reports
to the Township Committee of all receipts, expenditures, commitments
and unexpended appropriations. Within 60 days after the end of each
fiscal year, he/she shall, under penalties prescribed by law, make
to the Township Committee and file with the Township Clerk a detailed
statement of the amount of bonds issued and outstanding and a full
and detailed account of the receipts and disbursements for the preceding
fiscal year. The statement shall be in writing and verified by his/her
oath, and may be prepared with the advice, assistance and consultation
of the Township auditor. All moneys received from any source by or
on behalf of the Township or any department, board, office or agency
thereof, except as otherwise provided by Township ordinance, shall
be paid to the Chief Financial Officer who shall, within 48 hours
after their receipt, deposit them in the authorized public depository
of the Township to the credit of the proper account.
B.
Disbursements. Disbursements in payment of bills and demands shall be made by the Chief Financial Officer upon his/her preaudit and approval by the Township Committee, except that payments from the payroll account shall be made pursuant to Subsection C of this section. Every warrant shall be in the form of a warrant-check payable to the order of the person entitled to receive it and shall specify the purpose for which it is drawn and the account or appropriation to which it is chargeable. Each warrant check shall bear the signatures of the Mayor, the Clerk and the Chief Financial Officer.
C.
Payroll account. The Township Chief Financial Officer shall present
monthly to the Township Committee for approval, warrants drawn to
the order of the Township payroll account as follows:
(1)
In advance for all employees whose salaries are on an annual or weekly
basis, when such salaries are due and payable prior to the next regular
meeting of the Township Committee;
(2)
In advance for all employees whose compensation is on an hourly basis,
when the compensation has been approved by some responsible designated
official and the chairperson of the appropriate committee, and has
been certified to the Chief Financial Officer;
(3)
At the first meeting of the Township Committee in January of each
year there shall be approved an account to be designated the Township
of Ocean Payroll Account, and from time to time the Township Chief
Financial Officer, upon receipt of a warrant for the amount due such
payroll account, shall deposit the same to the credit of the payroll
account, charging the appropriate budgetary accounts therewith. The
Township Chief Financial Officer shall thereafter draw checks on the
payroll account to the employees entitled to payment therefrom;
(4)
At each regular meeting of the Township Committee, the Township Chief
Financial Officer shall submit for the approval, or reratification
as the case may be, the necessary payrolls for the amount due the
several officials and employees for compensation. The payroll shall
be considered by the Township Committee in due course and approved,
if found to be correct. In case of error or adjustment in the payroll,
the Township Chief Financial Officer shall, and it shall be his/her
duty to, see that such error or adjustment is properly corrected and
appropriate record made thereof;

The Township Chief Financial Officer is authorized to sign warrants
drawn in favor of the payroll account upon due notice that the appropriate
payrolls have been approved by the proper committee and by the proper
certifying authorities.
D.
Travel expenses. Itemized claims, supported by receipts where available,
shall be presented in order to obtain reimbursement for expenses incurred
by local officials where authorized to travel by the Township Committee.
