B. User charge.
(1) Commercial: minimum $114.93; usage $7.83 per 1,000 except for all
laundromats and self-service car wash facilities, which shall be charged
$7.92 and $7.77 per 1,000 gallons, respectively, as measured by a
water meter installed as set forth below. Each commercial sewer user
shall be required to install a water meter to record the volume of
water consumed by each user. The water meter shall be installed at
a location approved by the Township of Ocean Department of Utilities.
(2) Industrial: $42.73 per 1,000 gallons of leachate.
C. Connection fees: house connection, existing lateral to property:
$2,800 per EDU (equivalent dwelling unit). Affordable housing unit:
$1,400 per EDU (equivalent dwelling unit).
(1) Connection
fees for the reconnection of a disconnected unit shall be calculated
according to the following schedule:
(a) A credit, applicable to the connection fee to be charged for a reconnection
of a disconnected property that was previously connected to the sewerage
system, shall be given, provided that:
[1] The property has been connected to the sewerage system for at least
20 years; and
[2] Service charges have been paid for the property in at least one of
the last five years.
(b) The credit required under Subsection
C(1)(a) shall be calculated as follows:
[1] If the reconnection does not require any new physical connection
or does not increase the nature or size of the service or the number
of units, or does not expand the use of the sewerage system, the credit
shall be equal in amount to the new connection fee ($1,500 per unit).
[2] If the reconnection requires a new physical connection, increases
the nature or size of the service or the number of service units,
or expands the use of the sewerage system, the credit shall be equal
in amount to any connection fee previously paid for the property,
and the Township shall charge the difference between the credit and
the connection fee for the new use.
[3] If no connection fee was ever paid for the property, but all service charges due and owing on the property have been paid for at least 20 years, the credit shall be equal in the amount to new connection fee; provided, however, that any charges due and owing pursuant to Subsection
C(1)(b)[2] of this subsection shall be paid.
(c) If no connection fee was ever paid for a disconnected property that
is to be reconnected and which was previously connected to the sewerage
system for at least 20 years, the Township shall charge, in addition
to amount due and owing after application of a credit pursuant to
this section, a connection fee equal to the lesser of:
[1] Twenty percent of the service charges that would have been paid based
upon the usage for the last full year that the property was connected
to the sewerage system for the period from the date of the disconnection
from the sewerage system to the date of the new connection; or
(d) A credit shall not be allowed under this section for a property that
has been disconnected from the sewerage system for more than five
years.
(e) As used in this section, "disconnected property" means a property
that has been physically disconnected from the sewerage system or
a property not physically disconnected but to which service has been
discontinued without payments being made. A "disconnected property"
shall not include a property that has been temporarily disconnected
from the sewerage system or to which service has been discontinued
without payments being made for less than 12 consecutive months and
is being reconnected as it existed, prior to the temporary disconnection
of discontinuance of service.
(f) For a property connected to the sewerage system for less than 20
years, the Township may charge an additional connection fee for an
addition, alternation, or change in use that materially increases
the level of use and imposes a greater demand on the sewerage system,
but does not involve a new physical connection of the property to
the sewerage system.
(g) The connection fee authorized by Subsection
C(1)(j) of this section shall be equal to the amount by which the increased use and demand on the sewerage system exceeds the use and demand that existed prior to such addition, alteration or change in use.
(h) Nothing in this section shall be construed to preclude the Township
from charging a new or additional connection fee for any new or additional
connections of a property to the sewerage system, or for any increase
in the size of an existing connection or for any new construction
or additional service units connected to the sewerage system that
materially increases the level of use or demand on the sewerage system.
(i) As used in this section, "disconnected property" means a property
that has been physically disconnected from the sewerage system or
a property not physically disconnected but to which service has been
discontinued without payments being made. A "disconnected property"
shall not include a property that has been temporarily disconnected
from the sewerage system or to which service has been discontinued
without payments being made for less than 12 consecutive months and
is being reconnected as it existed, prior to the temporary disconnection
of discontinuance of service.
(j) As used in this section, "materially increases" means any increase
in the number of service units; or any other change which increases
the level of use or demand on the sewerage system by 15% or more over
the highest actual annual use and demand that existed prior to the
ten-year period immediately preceding the addition, alternation or
change in use; provided, however, that, if the property has been connected
to the sewerage system for less than 10 years, the average level of
use and demand shall be calculated based on the actual period of connection.
D. No existing lateral to property: $2,800 per EDU, plus owner is responsible
to arrange for and construct lateral by owner's contractor at owner's
expense. Requires inspection by the Township of Ocean Department of
Utilities Engineer.
E. Subdivision/Development, developer constructs sewer mains and service
laterals: $2,800 per EDU.
F. Commercial sewer connection fee calculation. Definition of equivalent
dwelling unit: each commercial or nonresidential user whose estimated
or actual water consumption does not exceed 165 gallons per day or
60,000 gallons per year. For connection fee calculation purposes,
the number of units shall be calculated to the nearest 1/10 unit and
multiplied by the single unit charge. The charges shall be subject
to adjustment after one year of actual usage history has been established.
G. Application fees for residential and nonresidential uses are as follows:
(1) Tentative review: 1% of the estimated project cost; minimum fee $280.
(2) Preliminary review: 1 1/2% of estimated project cost; minimum
fee $280.
(3) Final review: 1% of estimated project cost; minimum fee $280.
H. Inspection fees, lateral installation: $400 inspection escrow; any
charges beyond the $400 will be billed to the applicant. If the charges
do not exceed $400, the balance will be returned to the applicant.
Subdivision/development: 5% of the estimated project cost.
I. Additional fees: the applicant shall reimburse the Township of Ocean
Department of Utilities for all engineering, legal, environmental,
consultant and other administrative costs incurred by the Utilities
Department in connection with the review, inspection, acceptance or
rejection of applicant's utility systems and conveyance of the same
to the Utilities Department which are in excess of the application
and inspection fees paid by the applicant. Such additional fees shall
be paid by the applicant in accordance with the procedures set forth
in the Township of Ocean Department of Utilities' rules and regulations.

A. User charge, commercial:
(1) Minimum $76.66 per unit, per quarter due at the end of the quarter.
(2) Usage $5.22 per 1,000 gallons.
B. Connection fees:
(1) House connection: $3,950 per EDU (equivalent dwelling unit); $1,975
for affordable housing units; existing water service to property,
Township of Ocean, Department of Utilities, shall provide a water
service to any tax lot existing in 1992 which fronted an existing
water main in 1992.
(2) Connection fees for the reconnection of a disconnected unit shall
be calculated according to the following schedule:
(a)
A credit, applicable to the connection fee to be charged for
a reconnection of a disconnected property that was previously connected
to the water system, shall be given, provided that:

from charging a new or additional connection fee for any new or additional
connections of a property to the water system, or for any increase
in the size of an existing connection or for any new construction
or additional service units connected to the water system that materially
increases the level of use or demand on the water system.
(i)
As used in this section, "disconnected property" means a property
that has been physically disconnected from the water system or a property
not physically disconnected but to which service has been discontinued
without payments being made. A "disconnected property" shall not include
a property that has been temporarily disconnected from the water system
or to which service has been discontinued without payments being made

(j)

A. Definition of equivalent dwelling unit.
(1) Each commercial or nonresidential user whose estimated or actual
water consumption does not exceed 165 gallons per day or 60,000 gallons
per year. For connection fee calculation purposes, the number of units
shall be calculated to the nearest 1/10 unit, and multiplied by the
single unit charge. The charges shall be subject to adjustment after
one year of actual usage history has been established.
(2) Meter fees are subject to the annual pricing on file in the office
of the Ocean Township Department of Utilities. Applicants must inquire
with the Department regarding meter pricing.
(3) Property owner responsible for furnishing and installation of meter
yoke and associated valving.
B. Application fees:
(1) Tentative review: 1% of estimated project cost; minimum fee $280.
(2) Preliminary review: 1 1/2% of estimated project cost; minimum
fee $280.
(3) Final review: 1% of estimated project cost; minimum fee $280.
C. Inspection fees: lateral installation,
$389. Inspection escrow: Any charges beyond the $389 will be billed
to the applicant. If the charges do not exceed $389, the balance will
be returned to the applicant. Subdivision/development: 5% of the estimated
project cost.
D. Additional fees: The applicant shall reimburse
the Township of Ocean Department of Utilities for all engineering,
legal, environmental, consultant and other administrative costs incurred
by the Utilities Department in connection with the review, inspection,
acceptance or rejection of the applicant's utility systems and conveyance
of the same to the Utilities Department which are in excess of the
application and inspection fees paid by the applicant. Such additional
fees shall be paid by the applicant in accordance with the procedures
set forth in the Township of Ocean Department of Utilities' Rules
and Regulations.
