Appointment and term of office. Appointed by the Township Committee.
Term of office to be at the pleasure of the governing body unless
established by written contract approved by the Township Committee
by resolution.
B.Â
Qualifications. The Director shall be chosen on the basis of his/her
executive and administrative abilities and qualifications with special
regard as to education, training and experience in the management
of public water and sewer utility systems. An undergraduate degree
in public administration/management is required with a master's degree
preferred. Five years' experience in a management capacity of a public
water and sewer system is also a preferred qualification.

Vacancy. Any vacancy in the position of director of water and sewer
utility shall be filled by appointment by the Committee of the Township.
D.Â
Duties and responsibilities. The Director of the water and sewer
utility shall report directly to the Township Committee and/or its
designated liaison, and have the following duties and responsibilities:
(1)Â
To supervise and direct all of the operations and employees of the
Township of Ocean's water and sewer utility on a daily basis.
(2)Â
To prepare a budget on an annual basis for the water and sewer utility
in cooperation with the Chief Financial Officer and to submit the
budget to the Township Committee for consideration.
(3)Â
To keep the Township Committee informed of the financial condition
of the water and sewer utility and to make such reports as necessary.
(4)Â
To receive and reply to inquiries from the general public and/or
water and sewer utility customers and to provide information and assistance
in respect thereto.
(5)Â
To recommend the nature, location and extent of the public water
and sewer utility system improvements and to coordinate the execution
of same when authorized by the Township Committee.
(6)Â
To supervise the disbursement of all water and sewer utility funds
in conjunction with the Chief Financial Officer and to approve all
vouchers and purchase orders before submitting same to the Township
Committee for final approval.
(7)Â
To perform such other duties as may be assigned to him/her from time
to time by the Township Committee.
A.Â
Appointment and term of office. The Township Committee shall appoint
the purchasing agent for the water and sewer utility. The term of
office for the purchasing agent for the Water and Sewer Utility Department
shall be consistent with and run concurrently with his/her term as
the purchasing agent for the Township.
B.Â
Qualifications. To be appointed as the purchasing agent for the Water
and Sewer Utility Department, a person must have the following qualifications:
(1)Â
The ability to read, write, speak and understand the English language
sufficiently to perform the duties of the position;
(2)Â
At least five years of work experience involving ordering, receiving,
checking, verifying and distributing materials, supplies and equipment;
(3)Â
Extensive knowledge and experience concerning the State of New Jersey
Local Public Contracts Law as found at N.J.S.A. 40A:11-1 et seq.,
as amended;
(4)Â
The ability to perform work expeditiously under a variety of circumstances.
Basic supervisory knowledge and experience;
(5)Â
The ability to establish and maintain effective working relationships
with vendors, suppliers, contractors, supervisors, department heads,
employees, and the general public;
C.Â
Duties. The purchasing agent shall act as contracting agent for the
Water and Sewer Utility Department and shall have the authority to
prepare public advertisement for bids.
(1)Â
To receive bids for the purchase of materials, supplies or labor
services on behalf of the Water and Sewer Utility Department.
(2)Â
To negotiate and award contracts which do not exceed the bid limit
threshold as contained in the Local Public Contracts Law.
(3)Â
Formulation, administration, and supervision of a complete municipal
purchasing program.
(4)Â
Perform all necessary purchasing functions and implementation of
an inventory control system including inventory distribution and inventory
receiving and implementation and maintenance of a fixed asset management
program.
A.Â
Appointment and term of office. The Township Committee shall appoint
the Water and Sewer Utility Collector. The term of office for the
Water and Sewer Utility Collector shall be consistent with and run
concurrently with his/her term as the Tax Collector for the Township.
B.Â
Qualifications.
(1)Â
A minimum of five years of management/supervisory experience in the
field of collection of fees, taxes and/or public funds.
(2)Â
Successful completion of course work from Rutgers University for
the designation as a certified tax collector.
(3)Â
Successful completion of a background check including credit check,
criminal history check, driver's license check and post-offer/preemployment
physical including drug screening.
(4)Â
Extensive knowledge and experience with property tax/water and sewer
utility collection regulations and techniques in New Jersey.
C.Â
Duties.
(1)Â
Supervision, direction and coordination of all water and sewer utility
billing functions including processing of meter reading information,
preparation of bills, mailing of bills, receipt of payments and reconciliation
of account information as necessary;
(2)Â
Supervision and direction of all collection staff;
(3)Â
Preparation of reports as necessary;
(4)Â
Submittal of recommendations to the Director of water and sewer utility
concerning changes or improvements in the collection functions;
(5)Â
Responding to billing inquiries from ratepayers and the general public;
(6)Â
Maintenance of billing records as required by state statute and regulation;
(7)Â
Coordination of work activities as necessary with the Chief Financial
Officer and Township auditor;
(8)Â
Maintenance of log for extensions granted for water/sewer hookup;
(9)Â
Prepare letters for enforcement of water/sewer hookup;
(10)Â
Preparation of Ocean County Sewage Authority Monthly Customer;
(11)Â
Report and annual commercial consumption report;
(12)Â
Perform other assignments as directed by the Director of the
water and sewer utility.

licenses including a license for water treatment (T-2), water distribution
(W-2), and sewer collection (C-2). Failure to maintain the above-cited
license during employment shall constitute immediate grounds for dismissal.
(3)Â
The ability to read, write, speak and understand the English language
sufficiently to perform the essential functions of the position.
(4)Â
Successful completion of a background check including credit check,
criminal history check, driver's license check, and post-offer/preemployment
physical including drug screening.

Review and approval or denial of overtime by operational employees.

Timely filing of all required state and federal reports for the water
and sewer utility operation.
(5)Â
Supervision, direction and evaluation of all operational employees,
including recommendation of disciplinary action to the Director.
(6)Â
Preparation of an annual operating budget request for submittal to
the Director for consideration.
(7)Â
In conjunction with the engineer, coordination of capital projects
as necessary.
(8)Â
Representing the Township water and sewer utility at meetings as
necessary.
(9)Â
Recommendation of operational changes to the Director.
(10)Â
Preparation of an annual inventory of equipment and supplies
for submittal to the purchasing agent.
(11)Â
Other duties as assigned by the Director.

of Operations for the Water and Sewer Utility Department.

Qualifications.

At least three years of progressively responsible experience as an
Operator, Chief Operator, or Assistant Superintendent (or equivalent
job title) for a water and sewer utility operation (public or private)
of similar type and size to the Township of Ocean's system;
(2)Â

Supervision, coordination and direction of all water and sewer utility
operations and employees;
(4)Â
Preparation of daily work schedules and job assignments;

Direct supervision of employees;

Monitoring of job assignments;
(7)Â
Performing fieldwork as needed on a daily basis;
(8)Â
Inspection of all water and sewer facilities on a daily basis as
necessary;

Completion of daily logs and reports as necessary;

Prompt reporting of all problems/deficiencies to the Superintendent
or the Director (in the absence of the Superintendent);

Following proper training, operation of equipment;

Fulfill "on-call" responsibilities as directed and scheduled
on nights, weekends, and holidays as necessary;

Appointment. The Township Committee shall appoint the licensed operators
for the Water and Sewer Utility Department.
B.Â
Qualifications.
(1)Â
At least two years of experience as an operator or laborer for a
water and sewer utility operation (public or private) of similar type
and size to the Township of Ocean's system.
(2)Â
The ability to read, write, speak and understand the English language
sufficiently to perform the essential functions of the position.
(3)Â
At the time of appointment as an operator, must hold currently valid
state NJDEP licenses including a license at the following minimum
levels: for water treatment (T-1), water distribution (W-1), and sewer
collection (C-1). The Director, at his/her discretion, may allow an
employee up to 18 months from the employee's date of hire to obtain
the required licenses. Once the required licenses have been obtained,
failure to maintain the above-cited licenses during employment shall
constitute immediate grounds for dismissal.

Successful completion of a background check including credit check,
criminal history check, driver's license check, and post-offer/preemployment
physical including drug screening.
(5)Â
Some experience in the field of operation of water and sewer utility
operations and employees, preferably in the State of New Jersey.
(6)Â

The ability to take direction and carry out job assignments from
the Superintendent or the Assistant Superintendent.
(8)Â
A valid New Jersey driver's license is required. A valid commercial
license (CDL) is preferred.

Duties and responsibilities.
(1)Â
Daily inspection of all water and sewer facilities;
(2)Â
Performance of any and all required daily monitoring tests;
(3)Â
Completion of all daily logs and reports;
(4)Â
Prompt reporting of all problems/deficiencies to the Superintendent
or Assistant Superintendent in the absence of the Superintendent;
(5)Â
Repair of pumps, motors, and other equipment as necessary;
(6)Â
Performance of any and all manual field work as assigned and that
may be necessary, including excavation of ditch areas, installation
of pipe and fittings, installation of meter pits, valves, etc.;
(7)Â
Following proper training, operation of equipment such as the sewer
jet, compressor, jack hammer, hand tools and safety equipment;
(8)Â
Fulfill "on call" responsibilities as directed and scheduled on nights,
weekends, and holidays as necessary;

Reports to: Superintendent of Operations for Water and Sewer Utility
Department or Assistant Superintendent in the absence of the Superintendent.
A.Â
Appointment. The Township Committee shall appoint the heavy equipment
operator for the Water and Sewer Utility Department.
B.Â
Qualifications.
(1)Â
At least two years of experience in operating and maintaining one
or more types of gasoline- and diesel-powered construction equipment
such as a bulldozer, front-end loader, crane, backhoe, etc.
(2)Â
Knowledge of equipment to be assigned and the specific limitations
in performing a variety of tasks.
(3)Â
Knowledge of accident preventive procedures for operating assigned
equipment.
(4)Â
Successful completion of a background check including credit check,
criminal history check, driver's license check and post-offer/preemployment
physical including drug screening.
(5)Â
The ability to perform work independently and expeditiously under
a variety of circumstances.
(6)Â
The ability to read, write, speak and understand the English language
sufficiently to perform the essential functions of the position.
(7)Â
The ability to maintain intense concentration, alertness and an exceptional
degree of visual and physical dexterity and coordination.
(8)Â
The ability to take direction and carry out job assignments from
the Superintendent or the Assistant Superintendent.

A valid State of New Jersey Commercial Driver's license (CDL) at

Duties and responsibilities.

Operation of any and all heavy equipment including, but not limited
to, a bulldozer, backhoe, grader, loader, sewer jet, tractor and trailer,
trucks, tractors, lawn-mowing equipment, vacuum machine and all other
water and sewer equipment necessary for the proper operation of the
Water and Sewer Utility Department;
(2)Â
Excavation of trenches and manual grading as necessary and as directed
by the Superintendent or Assistant Superintendent;
(3)Â
Maintenance of equipment as directed in conjunction with the mechanic;
(4)Â
Must be available as needed for overtime work during evenings, weekends
and on holidays;
(5)Â
Other duties as assigned.

Department or Assistant Superintendent in the absence of the Superintendent.

Ability to diagnose and correct mechanical problems in vehicles

experience in maintaining vehicles of similar type and size as those
owned by the Township;

An ASE certification and any other certifications deemed necessary
by the Township for maintenance and repair of Township equipment.

A high school diploma or the equivalent with two years' business

or administrative mandate;

Comprehensive demonstrated knowledge of bookkeeping and basic
municipal accounting practices and procedures;

Extensive knowledge of accounting principals pertaining to a
public water and sewer utility;

A valid New Jersey driver's license;
(18)Â
At least three years' experience as a bookkeeper for a public
employer (work experience with a utility system preferred);
(19)Â
Successful completion of background check including credit check,
criminal history check, driver's license check, and post-offer/preemployment
physical including drug testing.

Duties and responsibilities.
(1)Â
Assist in the preparation of all correspondence and reports generated
through the treasurer's office;
(2)Â
Assist in the processing of purchase orders in accordance with established
procedure policy and state law;
(3)Â
Assist in the processing of invoices for payment in accordance with
policy procedure and state law;
(4)Â
Prepare resolutions for monthly meetings for payment of vouchers
and investments;
(5)Â
Run and verify checks;
(6)Â
Assist in mailing all payments to vendors;
(7)Â
Reconcile bank statements as assigned by the Chief Financial Officer;
(8)Â
Provide backup secretarial service necessary for the smooth operation
of the finance office;
(9)Â
Assist in the preparation of the annual budget;
(10)Â
Assist in the maintenance of accurate financial records;
(11)Â
Prepare payroll checks as directed by the CFO;
(12)Â
All other tasks assigned by the Chief Financial Officer or director.
