A. 
Except as hereinafter provided, no trailers shall be allowed in any zone of the Township. For the purpose of this section, a "trailer" is defined to be any vehicle, whether self-propelled or otherwise, used or intended to be used as a conveyance upon the public streets or highways, having no foundation which is integral with the vehicle other than wheels, jacks or skirtings, whether licensed as such or not, and so designed, constructed, reconstructed or added to by means of accessories or otherwise in such manner as to permit the occupancy thereof as a permanent or temporary dwelling or sleeping place for one or more persons, or occupancy as a place from which the sale or storage of merchandise of any kind or description may be conducted. A "trailer camp" is defined as any place where a trailer may be parked for longer than three hours other than in a closed building, including separate lots, the ownership of which is in the owner of the trailer.
B. 
It is unlawful to establish, erect, construct, occupy, park or use any trailer in a trailer camp or otherwise, either temporarily or permanently, as a dwelling or sleeping place, or as a place from which the sale or storage of merchandise of any kind or description may be conducted, or to construct, erect, develop or maintain facilities for use as a trailer camp, and they are prohibited.
C. 
This chapter shall not apply to any trailer which is either owned or maintained by the Township and which is located or placed upon public property and used for a public purpose by the Township, its agents, servants and/or employees.
Notwithstanding the foregoing provisions, property owners may park or store trailers on their property, provided:
A. 
It does not violate setback requirements;
B. 
The trailer carries a current license;
C. 
The trailer does not set on foundation or piers;
D. 
Wheels have not been removed or will not be removed from the trailer;
E. 
No utility hookups are connected to the trailer;
F. 
The trailer shall not be used for storage, sale of merchandise, sleeping or living facilities;
G. 
No more than one trailer shall be stored on one lot;
H. 
Campers removed from pickup trucks shall be completely housed.
Notwithstanding any of the foregoing provisions, owners of marinas located in the Township may allow the parking of trailers on the marina property, provided:
A. 
All such trailers are located at designated spaces, not including the public thoroughfare from which they are strictly prohibited, and also within 500 feet from a permanent bathroom facility and a permanent office building.
B. 
Such trailers will not be hooked up to any external utilities.
C. 
Such trailers will not be stored on the marina property when not in use, but rather shall only be allowed in the aforementioned designated spaces when being actively used by the trailer owner.
D. 
Such trailers shall only be used exclusively for sleeping by the slip holders of that particular who are also the owner of the motorized home or truck camper.
E. 
A log shall be kept by the owner, open to inspection by a representative of the Ocean Township Police Department or the Building Department of the Township, upon reasonable request, wherein the marina owner shall keep a satisfactory account of all trailers logging in and logging out of that particular marina complex.
F. 
No campers may be removed from pick up trucks. No motorized homes or truck campers may be parked in a marina parking lot, as specified herein, for more than 72 consecutive hours.
G. 
No motorized home or truck camper may be parked in the marina complex, as referred to herein, other than between the dates of April 15 and Labor Day of each and every particular year, but nevertheless no more than 72 consecutive hours within said time period.
H. 
Marinas shall be allowed designated spaces within which to house the motorized homes and/or truck campers as follows:
(1) 
Marinas with less than 50 boat slips will be assigned one space for a motorized home or truck camper.
(2) 
Marinas with 50 to 150 boat slips will be assigned two spaces for a motorized home or truck camper.
(3) 
Marinas with more than 150 boat slips will be assigned three spaces for a motorized home or truck camper.
I. 
The location of the proposed parking spaces for the motorized home or truck campers shall be approved, pursuant to the provisions of this chapter, by the Township Police Department or the Building Department of the Township.
J. 
Each and every marina owner and/or operator intending to allow motorized homes or truck campers to be housed, pursuant to the terms and conditions of this chapter, at their marina shall so register their intent no later than March 1 of each and every calendar year, in writing, with the Township Clerk.
A. 
Under circumstances of bona fide emergencies, property owners may occupy trailers upon their property when the residential dwelling unit located there has become uninhabitable due to natural disasters such as fire, wind, flood or other storm damage, provided:
(1) 
The trailer has obtained a certificate of occupancy from the local issuing authority;
(2) 
The trailer has received a valid electrical permit;
(3) 
The trailer maintains a valid certificate from the Board of Health indicating that the sewer and water connections are satisfactory.
B. 
The period of occupancy is limited to 90 days from the date of the issuance of the certificate of occupancy. An additional 30 days may be granted for extenuating circumstances by the review of the Township Committee of Ocean Township.
C. 
For those residential structures which were substantially damaged as a result of Superstorm Sandy, any property owner may utilize a mobile home, trailer or travel trailer for dwelling purposes on the lot while the residential structure is being repaired. The property owner shall first apply for a zoning permit for which there will be no fee charged. The period of occupancy permitted by this exception shall be for a period of one year from the date of the application for the zoning permit. An additional period of time may be granted for extenuating circumstances by resolution of the Township Committee of the Township of Ocean at the conclusion of said one-year period. All other provisions of this section shall be waived under this exception, including the requirement for the obtaining of a certificate of occupancy, receipt of a valid electrical permit and a valid certificate from the Board of Health with respect to the trailer's water and sewer connections.
