The Township, acting by and through its Board of Supervisors, shall enter into an agreement entitled "Fleetwood-Maidencreek-Richmond Joint Comprehensive Plan Intergovernmental Agreement" (the "agreement"). The Chairman of the Township is hereby expressly authorized, upon the approval of the Supervisors, to execute the agreement on behalf of the Township and for such other related documents as may be necessary and/or requisite to carry out its intent and purpose.
The agreement shall only be valid if all municipalities enact an ordinance pursuant to the requirements of the Intergovernmental Cooperation Act, the Act of December 19, 1996, P.L. 1158, No. 177 (53 Pa.C.S.A. § 2301 et seq.), adopting and approving the agreement and authorizing the proper municipal officials to execute the same.
The agreement shall remain in full force and effect in accordance with its terms until either party gives not less than one year's notice as provided for in the agreement.
The agreement is designed to create the legal framework within which the municipalities may commence and complete joint municipal planning in accordance with the Pennsylvania Municipalities Planning Code, as amended.[1]

The municipalities shall pay any expenses from the general fund and seek reimbursement from grants where appropriate.
The Township shall execute and perform in accordance with the agreement, which is attached hereto and marked "Exhibit A" and made part hereof and incorporated herein by reference.[1]
