The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
Except where angle parking is authorized, every vehicle stopped, standing or parked upon a highway within this Village where there are no adjacent curbs shall be so stopped, standing or parked parallel with the edge of the roadway, headed in the direction of lawful traffic, and where there are adjacent concrete curbs, shall be so stopped, standing or parked parallel with the edge of the concrete curb, headed in the direction of lawful traffic and with front and rear wheels not more than six inches from the curb.

Angle parking is permitted in any municipal parking field or on any highway within the Village, except on Conklin Street and Fulton Street, when designated by angle pavement markings, in which event vehicles shall be parked head-in at the angle to the curb as indicated by such markings.
A. 
The Board of Trustees can make changes in permitted parking by resolution.

The Board of Trustees shall establish by resolution areas where parking shall be permitted by permit and the fees therefor.
