No person shall own or harbor a dog within the Incorporated Village of Farmingdale unless licensed as provided in Article 7 of the Agriculture and Markets Law of the State of New York.

It shall be and hereby is declared unlawful for any person owning, possessing, harboring or having control of any dog to allow said dog, whether or not tagged or licensed, to be off said person's premises unless such dog is restrained by a leash and under the immediate and full control of the owner or person in charge thereof.
No person shall have or keep or permit to be kept on any premises owned or occupied in whole or in part by such person within the corporate limits of the Village of Farmingdale any dog which, by its howling, barking and whining, shall disturb or annoy other persons or constitute a public nuisance.
The Board of Trustees of the Village of Farmingdale is hereby authorized to contract with the Town of Oyster Bay for the furnishing by the town to the Village of Farmingdale of all services for the seizing, impounding and destroying of dogs under the provisions of this article and the provisions of the Agriculture and Markets Law of the State of New York.
The Animal Control Officer of the Town of Oyster Bay, or any Assistant Animal Control Officers, or any peace officer, shall seize any dog not so restrained by a leash and under the immediate and full control of the owner or person in charge thereof and found off the owner's premises, as required herein. Any dog so seized may be impounded in an animal shelter maintained by the Town of Oyster Bay.

A. 
The owner or his agent of a dog seized, pursuant to the provisions of § 224-15, not wearing a current license tag, may redeem the dog within seven days of seizure by producing a license for the said dog and upon payment of a fee as set by the Town of Oyster Bay.
B. 
The owner or his agent of a dog seized and wearing a current license tag may redeem said dog within 12 days of seizure by producing a license for said dog and upon the payment of a fee as set by the Town of Oyster Bay.
C. 
If the dog is not so redeemed, as provided under Subsections A or B hereof, the owner shall forfeit all title to the dog, and the dog shall be sold or destroyed by the Animal Control Officer or his assistants.
D. 
In the case of a sale, the purchaser must pay the purchase price as set by the Town of Oyster Bay and obtain a license for the dog.

For each violation of any provision of this article, the person violating the same shall be guilty of an offense punishable by a fine of not more than $250 or imprisonment for not more than 15 days, or both.

This article shall take effect January 1, 1970.
