GENERAL REFERENCES

There is hereby created an Advisory Committee which shall be known as the "Borough of Clayton Historic Advisory Committee," hereinafter called the "Historic Advisory Committee."
A. 
The Historic Advisory Committee shall be composed of nine members and three alternate members, who shall be citizens and residents of the Borough of Clayton. Such members and alternate members shall be appointed by the Borough Council to serve three-year terms; provided, however, that the initial appointments shall be made in the following manner: three members for initial one-year terms, three members for initial two-year terms, three members for initial three-year terms, one alternate for an initial one-year term, one alternate for an initial two-year term and one alternate for an initial three-year term. After the conclusion of the initial terms as herein provided, all terms shall be for three years. The Borough Council shall designate the alternate members as "Alternate No. 1," "Alternate No. 2" and "Alternate No. 3." At meetings of the Historic Advisory Committee, alternate members shall be permitted to participate in discussion of the proceedings but shall not be permitted to vote except in the absence or disqualification of one or more regular members, in which event alternate members shall be permitted to vote in lieu of such absent or disqualified regular members in the order of numerical designation of such alternate members.
B. 
The Mayor, the Chairperson of the Borough of Clayton Planning Board, the Chairperson of the Borough of Clayton Environmental Commission and a member of the Borough of Clayton Park and Recreation Committee shall be ex officio members of the Historic Advisory Committee.[1]

C. 
In addition to the aforementioned members and ex officio members, the Borough Council shall appoint one member or, in its discretion, two members of the Borough Council to serve as liaison to the Historic Advisory Committee, who shall be permitted to participate in discussions of the proceedings of the Committee but who shall not be permitted to vote. Such member or members of Borough Council shall serve a one-year term.
D. 
In addition to the aforementioned members and ex officio members, the Borough Council may, in its discretion, appoint from time to time an individual or individuals who have distinguished themselves over a period of many years in historic matters in the Borough of Clayton as honorary members, who shall be permitted to participate in discussions of the proceedings of the Committee but who shall not be permitted to vote.
E. 
All appointments shall expire on December 31. Initial appointments as above provided shall be made for the balance of the one-, two- or three-year term designated, ending on December 31 of such year.
F. 
Vacancies shall be filled by the Borough Council for the unexpired term only. The members shall serve until their respective successors are appointed and found qualified; provided, however, that the seat of any member who shall fail to attend three consecutive regular meetings shall thereupon automatically become vacant.
A. 
At the first meeting of the Historic Advisory Committee, its members shall elect from among themselves the Chairperson of the Committee and such other officers from among its members as it may deem advisable, who shall serve for terms of one year.
B. 
The Committee shall adopt rules and procedures for the proper administration of its duties and shall keep accurate records of its meetings and activities.
A. 
The duties of the Historic Advisory Committee shall be to:
(1) 
Acquire and preserve documents, records and relics of the Borough of Clayton and whatever may relate to the history of the State of New Jersey and the United States.
(2) 
Encourage the protection and preservation of the historical landmarks and points of interest within the Borough of Clayton.
(3) 
Advise the Borough Council on matters affecting the historical landmarks and points of interest.
(4) 
Make all information and acquisitions of the Historic Advisory Committee available to the public.
(5) 
Maintain an up-to-date inventory or index of all historical documents, records, relics, landmarks and points of interest within the Borough of Clayton.
(6) 
Encourage historical and genealogical research and publication of its results.
(7) 
Seek to coordinate, assist and unify the efforts of private groups, institutions and individuals within the Borough of Clayton in accord with the purposes of this chapter.
(8) 
Maintain liaison and communications with public and private agencies and organizations of local, state and national scope whose programs and activities have an impact on the protection and preservation of historical points of interest or who can be of assistance to the Historic Advisory Committee.
(9) 
Advise the Borough Council of historically significant names for consideration as names for future streets and roads within the Borough of Clayton.
(10) 
Carry out other such duties as may be assigned from time to time by the Borough Council.
B. 
To carry out the duties enumerated above, the Historic Advisory Committee shall organize, at its discretion, subcommittees, the mission, membership and duration of which shall be determined by the Advisory Committee. Participation on such subcommittees shall not be limited to members of the Advisory Committee, but participation shall be limited to citizens and residents of the Borough of Clayton, and the Advisory Committee shall designate from among its members a chairperson of each subcommittee organized pursuant to this subsection.
The Historic Advisory Committee shall submit an annual report to the Borough Council not later than the first day of December of each year covering the activities and work of the Advisory Committee and from time to time shall submit such report and recommendations as may be necessary to fulfill the purposes of this chapter.
The members of the Historic Advisory Committee, including ex officio and subcommittee members, shall receive no compensation for their services as members thereof but may be reimbursed for reasonable and necessary expenses, subject to appropriations made available therefor, but only upon request to and approval by the Borough Council.

This chapter shall be deemed an exercise of the powers of the Borough of Clayton to protect and preserve historical documents, records, relics, landmarks and points of interest located within the Borough of Clayton and is not intended and shall not be deemed to impair the powers of the Borough Council, Planning Board, or any other public corporation.
