In compliance with P.L. 1989, Chapter 51,[2] and the Governor's Council on Alcoholism and Drug Abuse, the Committee known as the "Allamuchy Township Municipal Alliance Committee" is hereby established.

This alliance pledges to work toward the following goals as directed in the Chapter 51 legislation:
A. 
Organizing and coordinating efforts involving schools, law enforcement, business groups and other community organizations for the purpose of reducing alcoholism and drug abuse.
B. 
In cooperation with local school districts, comprehensive and effective alcoholism and drug abuse education programs in grades kindergarten through 12.
C. 
In cooperation with local school districts, procedures for the intervention, treatment and discipline of students abusing alcohol and drugs.
D. 
Comprehensive alcoholism and drug abuse education, support and outreach efforts for parents in the community.
E. 
Comprehensive alcoholism and drug abuse community awareness programs.
The functions of the Municipal Alliance Committee shall include but not be limited to:
A. 
Creating a network of community leaders, private citizens, and representatives from public and private human service agencies who are dedicated to a comprehensive and coordinated effort to promote and support drug and alcohol prevention and education programs and related activities, with an emphasis on youth.
B. 
Conducting an assessment of its community to determine the needs of the community in relation to alcoholism and drug abuse issues.
C. 
Identifying existing efforts and services acting to reduce alcoholism and drug abuse.
D. 
Coordinating projects within the municipality to avoid fragmentation and duplication.
E. 
Developing programs to be implemented at the municipal level or participating in regionally developed programs that accomplish the purpose of the alliance effort and the purpose of the Municipal Alliance Committee.
F. 
Assisting the municipality in acquiring funds for alliance programs.
G. 
Cooperating with the Governor's Council on Alcoholism and Drug Abuse and the County Local Advisory Committee on Alcoholism and Drug Abuse Alliance Steering Subcommittee to provide municipal data, reports or other information which may be required for the county annual alliance plan or needed to assist the alliance effort.
The membership of the Allamuchy Township Municipal Alliance Committee may include, but not be limited to, the following representatives: Mayoral Alliance Representative, the president of the School Board, Superintendent of Schools, a student assistance coordinator, a representative of the parent-teacher association, a representative of the local bargaining unit for teachers, a representative of the Chamber of Commerce, the Municipal Court Judge, representatives of local civic associations, representatives of local religious groups, and private citizens, including youth representatives and youth and adults recovering from drug or alcohol abuse.
The members of the Municipal Alliance Committee shall be appointed by the Mayor. The Mayor shall also appoint officers to the Committee and designate terms of office. Rotating terms for membership shall be established.
The Municipal Alliance Committee created hereunder shall adopt bylaws at its first meeting. Meetings shall be held regularly, with a calendar of meetings established in advance. Decisions of the Municipal Alliance Committee shall require a quorum. Minutes of meetings shall be taken pursuant to the Open Public Meetings Act. The Municipal Alliance Committee shall have the power to adopt standing and ad hoc committees as needed.
