In accordance with § 1660-a of the Vehicle and Traffic Law, traffic and parking regulations are hereby established as follows for the private parking fields listed in Schedule K, pursuant to the written request of either the owner or the person in general charge of the operation and control of such parking fields:
A. 
No vehicle shall be stopped, left standing or parked:

(1) 
In any manner other than as designated on the surface thereof by appropriate markings.
(2) 
In any area designated as a fire zone "(FZ)" except when discharging passengers.
(3) 
In parking spaces designated as reserved for handicapped parking "(HP)," whether or not the vehicle is occupied, unless a valid permit issued in accordance with § 1203-a of the Vehicle and Traffic Law or motor vehicle identification plates issued pursuant to § 404-a of the Vehicle and Traffic Law are conspicuously displayed on the vehicle and the person to whom the permit or plates has been issued is either the operator of the motor vehicle or is being transported in said vehicle.
(4) 
No person shall park, leave standing or stop a motor vehicle, whether or not the vehicle is occupied, in a parking area striped and/or marked as a handicapped transfer area or access aisle.[1]

B. 
In those parking areas designated as fire station parking "(FSP)," no vehicle shall be parked, stopped or left standing except fire-fighting vehicles and vehicles displaying an authorized parking sticker issued by the fire district in charge of said fire station.

C. 
Additional traffic regulations shall be as described or referred to in Schedule K, and no vehicle shall be operated or parked except in accordance with official signs and/or markings indicating such regulations.

D. 
For purposes of convenience, regulations pertaining to the parking fields listed in Schedule K may be depicted on maps of such fields, which maps shall be numbered and filed in the office of the Department of Engineering Services. Any such maps referred to in Schedule K shall be considered a part of such schedule as though set out in full therein.

A. 
No person shall park, leave standing or stop a motor vehicle, whether or not the vehicle is occupied, in a parking space designated for handicapped parking unless a valid permit issued pursuant to § 1203-a of the Vehicle and Traffic Law or motor vehicle identification plates issued pursuant to § 404-a of the Vehicle and Traffic Law are conspicuously displayed on the vehicle and the person to whom the permit or plates has been issued is either the operator of the motor vehicle or is being transported in said vehicle.
B. 
No person shall park, leave standing or stop a motor vehicle, whether or not the vehicle is occupied, in a parking area striped and/or marked as a handicapped transfer area or access aisle.[2]

Those areas owned or leased by the Town of Huntington or described in Schedule L are hereby established as Town parking fields.

B. 
Commuter parking. Commuter parking in Town parking fields shall be allowed as follows:

(1) 
Resident commuter parking. In Town parking fields or parts thereof designated in Schedule L as "resident-commuter parking permit," no vehicle shall be parked between the hours of 6.00 a.m. and 5:00 p.m. of every day, except Saturday, Sunday and holidays, unless properly displaying a valid resident-commuter parking permit.
(2) 
Non-resident commuter parking. In Town parking fields or parts thereof designated in Schedule L as "commuter parking permit" no vehicle shall be parked between the hours of 6.00 a.m. and 5:00 p.m. of every day, except Saturday, Sunday and holidays, unless properly displaying any valid parking permit issued by the Huntington Town Clerk.

C. 
Marina parking. In those Town parking fields designated in Schedule L as "marina parking," no vehicle shall be parked unless properly displaying a marina parking permit issued by the Department of Parks and Recreation except in designated public parking spaces located in the Woodbine Marina Town parking lot #45.

D. 
Metered parking. Town parking fields or parts thereof designated in Schedule L as "metered parking" or "twelve-hour LIRR parking" shall be subject to the provisions of Chapter 3, Article III of this Code. Parking fees for metered parking in Town parking fields shall be as established by Town Board Resolution from time to time.

E. 
Twelve-hour LIRR parking. In those Town parking fields or parts thereof designated in Schedule L as "twelve-hour LIRR parking" or on Town streets designated in Schedule P as "twelve-hour LIRR parking," no vehicle shall be parked unless the requisite non-refundable fee has been paid. Parking fees for "twelve-hour LIRR parking" in Town parking fields and on Town streets shall be as established by Town Board Resolution from time to time.

F. 
In any Town parking field, it shall be unlawful to stop, leave standing or park a vehicle as follows:

(1) 
In any manner other than as designated on the surface thereof by appropriate markings as described in § TC3-2.
(2) 
For a period of time longer than indicated by official signs.
(3) 
In parking spaces designated as reserved for handicapped parking, whether or not the vehicle is occupied, unless a valid permit issued in accordance with § 1203-a of the Vehicle and Traffic Law or motor vehicle identification plates issued pursuant to § 404-a of the Vehicle and Traffic Law are conspicuously displayed on the vehicle and the person to whom the permit or plates has been issued is either the operator of the motor vehicle or is being transported in said vehicle.
(4) 
No person shall park, leave standing or stop a motor vehicle, whether or not the vehicle is occupied, in a parking area striped and/or marked as a handicapped transfer area or access aisle.
(5) 
In any designated fire zone except when discharging passengers.
(6) 
Plug-in electric vehicles.

(7) 
In parking spaces designated as reserved for senior parking, whether or not the vehicle is occupied, unless a valid senior citizen ID card is properly and securely displayed on the inside of the vehicle's windshield.

In any manner other than in a "head-in" fashion or position, if required by posted signage.

G. 
Where additional traffic regulations, including one-way restrictions, stop signs, speed limits and turn restrictions, are indicated by official signs and/or markings in the Town parking fields listed in Schedule L, no vehicle shall be operated except in accordance with such signs and/or markings.[4]

All commuter permits shall be issued by the Huntington Town Clerk, upon the following conditions and on such other conditions as the Town Clerk deems advisable:
A. 
Resident commuter parking permit. A resident commuter parking permit shall be issued upon the payment of a non-refundable permit fee of seventy-five ($75) dollars, presentation of proper proof of residency, and current vehicle registration to the Huntington Town Clerk. Such permit shall be valid from the day of issuance to the next succeeding year on the last calendar day of the month it was issued, unless sooner terminated.
B. 
Non-resident commuter parking permit. A commuter parking permit shall be issued upon the payment of a non-refundable permit fee of one hundred fifty ($150) dollars, presentation of proper proof of residency, and current vehicle registration to the Huntington Town Clerk. Such permit shall be valid for one full year, or any part thereof, commencing on September 1 of each year, unless sooner terminated.
C. 
Noncompliance, generally. A permit as outlined in § TC4-11 (a) and (b) shall not be issued to those in violation of any requirements of this chapter or any other applicable laws, including but not limited to those concerning vehicles, traffic and parking.

All permits shall be properly and securely affixed to the inside of the upper left corner of the rear window of the vehicle for which it was issued, and shall be unobstructed at all times so as to be clearly visible. All expired parking permits shall be removed from the vehicle upon expiration. A permit holder who fails to post or remove a permit in compliance with this section shall be in violation of this chapter.

No person shall permit or allow a permit to be posted on a vehicle other than the vehicle for which the permit was issued without the consent of the Huntington Town Clerk. Such permit shall be null and void without such consent. The person or entity to whom the permit was originally issued and the owner of the vehicle where the permit has been unlawfully posted shall be strictly liable for a violation of this chapter.
It shall be unlawful to alter, obscure, deface, change or otherwise tamper with any portion of a parking permit issued pursuant to this chapter. The owner of the vehicle and/or permit holder shall be strictly liable for a violation of this section.
Assignment of a permit is prohibited. It shall be unlawful to assign a parking permit to the new owner of a vehicle for which a permit has been issued. Such assignment shall be null and void. Failure to comply with this section shall be deemed a violation of this chapter.
