The presiding officer of all Village boards, committees and commissions of the Village shall conduct the proceedings of all meetings in accordance with the parliamentary rules contained in Robert's Rules of Order, as from time to time revised, unless otherwise provided by statute or ordinance, subject to the following additional and/or differing requirements which shall apply in the Village of Fox Point:
A. 
Motions for reconsideration may be made at the same or the next regular meeting of such board, committee or commission by a member having voted in favor of the outcome of the motion for which reconsideration is sought.
B. 
The presiding officer of any Village board, committee or commission shall set the agenda for meetings of such Village board, committee or commission, provided that the agenda shall comply with the following:
(1) 
Two members of the Village board, committee or commission that will hold such meeting may place an item on the upcoming meeting agenda, provided that such requests are made in writing and filed with the Village Clerk/Treasurer at least one week prior to such meeting.
(2) 
The board, committee or commission that will hold such future meeting may place an item on the future meeting agenda by duly adopted motion acted upon at a meeting.
(3) 
Notice of the subject of all meetings of all governing bodies of the Village shall be provided as required by applicable laws, including Wisconsin Statutes Chapter 19, Subchapter V (Open Meetings Law).
C. 
The Village President may include a Consent Agenda as part of the agenda for any meeting of the Village Board subject to all of the following provisions:
(1) 
Only items that may be adopted by a majority vote of the Trustees present may be included in a Consent Agenda.
(2) 
The Consent Agenda will be placed on the meeting agenda prior to new business items.
(3) 
Each item included for action as part of the Consent Agenda will include a statement of the action proposed to be taken by the Village Board (e.g., approval, adoption, etc.).
(4) 
When the Consent Agenda is called, the Village President will ask if any Trustee wishes to have any item(s) removed from the Consent Agenda, whereupon any Trustee may request the removal of any item(s) from the Consent Agenda without discussion or explanation. A request for removal by a Trustee shall cause the requested item(s) to be removed from the Consent Agenda without second, discussion or vote concerning said removal. Any item(s) so removed shall be considered individually prior to consideration of any new business agenda items in the same order in which they were originally listed in the Consent Agenda.
(5) 
After inquiring as to whether any Trustee wishes to have any item(s) removed from the Consent Agenda, the Village President shall entertain a motion to adopt the Consent Agenda, subject to the following:
(a) 
Any motion to adopt a Consent Agenda shall be deemed to exclude any item(s) for which removal has been requested by any Trustee, as provided in Subsection C(4).
(b) 
No presentation shall be made and no question or discussion shall be entertained with regard to any remaining item(s) on the Consent Agenda.
(c) 
A motion concerning the adoption of the Consent Agenda is not debatable.
(6) 
A motion to approve a Consent Agenda that is properly seconded and approved by a majority of the Village Board of Trustees then in attendance shall have the effect of approving the action proposed for each and every Consent Agenda item not previously removed pursuant to the request of a Trustee.
(7) 
If a motion to approve a Consent Agenda fails for want of a second or due to insufficient votes in favor of its adoption, the items in the Consent Agenda shall automatically be moved to the Agenda immediately preceding "new business" and taken up in the order originally set forth in the Consent Agenda.
D. 
Hybrid meetings.

(1) 
Remote attendance by members. When a meeting is held in-person, any one or more members of the applicable board, commission or committee may attend the applicable governing body meeting by telephone or other electronic means, subject to the following. A governing body member seeking to attend remotely shall inform the presiding officer or Village Manager in advance of their expected remote attendance. Governing body members attending remotely shall have all powers of participation, including being counted in the quorum and having the opportunity to vote subject to the following. Such attendance is only permitted if the technology is sufficient to allow the remote member to hear the proceedings, and to be heard in the meeting room. If visual information is presented at the meeting, the technology must allow the remote attendee to view what is presented or the remote attendee may be prohibited from voting on the matter, as determined by the chair. No assurance is provided to any governing body member who attempts to attend remotely that the technology will perform sufficiently to allow for their participation.
(2) 
Remote attendance by the public. All in-person meetings of Village boards, commissions, or committees shall include a remote option for the general public when practicable as determined by the chair of the governing body. In such cases, access to the virtual meeting platform and information about remote access to the meeting will be provided to citizens in a timely manner as part of the meeting agenda notice. No assurance is provided to the public that the technology will perform sufficiently to allow for their participation.
E. 
Virtual meetings.

(1) 
Attendance by members. Upon direction of the chair of a Village board, commission or committee on a case-by-case basis, such governing body may conduct an entirely virtual meeting, as described herein. Governing body members attending virtually shall have all powers of participation, including being counted in the quorum and the opportunity to vote subject to the following. If visual information is presented at the meeting, the technology must allow the remote attendees to view what is presented or the remote attendees may be prohibited from voting on the matter, as determined by the chair.
(2) 
Virtual attendance by the public. In the event of meetings held entirely by virtual means, the public shall be given access to the virtual meeting platform and information about remote access to the meeting shall be provided to citizens in a timely manner as part of the meeting agenda notice. Best efforts shall be used to ensure that members of the public lacking access to the virtual meeting platform are provided alternative reasonable methods to attend. No assurance is provided that the technology will perform sufficiently to allow for their participation.
