There is established in the City a municipal department to be known as the "Department of Municipal Information Systems."

A. 
The Department of Municipal Information Systems shall be under the management, control and operation of the Mayor.
B. 
The Mayor is authorized and empowered to direct any of the departments, officers, boards, committees or agencies of the City, including the School Committee, pursuant to MGL c. 41, § 23D, to utilize the services of the Department of Municipal Information Systems with respect to the purchasing or leasing of any data processing equipment.
C. 
The Department of Municipal Information Systems shall be under the supervision and control of the Director of Municipal Information Systems.
D. 
There shall be a position of Deputy Director of Municipal Information Systems. The Deputy Director shall work under the direction and control of the Director of Municipal Information Systems.
E. 
There shall be a position of Deputy School Information Systems in the Department of Municipal Information Systems. This person shall have overall supervision of the School Department data processing systems. The position of Deputy School Information Systems shall work under the direction and control of the Director of Municipal Information Systems.

The Department of Municipal Information Systems established pursuant to § 27-15 shall be a data processing center for the use of any department, office, board, committee or agency of the City, including the School Committee, pursuant to MGL c. 41, § 23D. The Director of Municipal Information Systems shall serve as a data processing coordinator. Prior to the issuance of any bid or request for proposals with respect to any contemplated purchases or leases of any data processing equipment or services by any department of the City, the Director of Municipal Information Systems shall be consulted for technical advice. The Director of Municipal Information Systems shall issue a report containing conclusions as to the need for such equipment or services, its compatibility with existing equipment and services and recommendations as to the types of equipment or services which will most economically and efficiently service the recognized need therefor.
