A Planning Board under the provisions of MGL c. 41, § 81A, is established. Such Planning Board shall have all the powers and duties granted by MGL c. 41, §§ 81A to 81GG.
A. 
The Planning Board shall consist of nine members.
B. 
Seven members shall be appointed by the Mayor for a term of five years. The remaining two members shall be the Chairman of the Board of Public Works or a board member designated by him, ex officio, and the Chairman of the Board of Park Commissioners or a board member designated by him, ex officio.
C. 
A vacancy occurring other than by expiration of a term shall be filled for the unexpired term in the same manner as in the case of an original appointment.
The Planning Board shall elect annually a Chairman and a Clerk from its own number.
A. 
The City Council, as provided in MGL c. 41, § 81Q, may by ordinance or vote provide for the reference of any matter or class of matters to the Planning Board before final action thereon, with or without the provision that final action shall not be taken until the Planning Board has submitted its report or has had a reasonable fixed time to submit the same.
B. 
The Planning Board shall have full power to make such investigations, maps and reports and recommendations in connection therewith, relating to the planning and development of the City, as it deems desirable.
