As used in this article, the following terms shall have the meanings indicated:
DELIVER
To distribute, deposit, throw, cast or place, or cause or permit to be distributed, thrown, cast or placed, a newspaper, directly or indirectly by agent, employee or otherwise, but shall not include delivery by the United States Postal Service, delivery by handing or transmitting directly to the owner or occupant then present on the property, or delivery by placing within a receptacle or container expressly maintained by the owner or occupant of property for the receipt of newspaper deliveries.
DISTRIBUTOR
A person, other than a publisher, who engages in the business of circulating or delivering newspapers.
NEWSPAPER
Any publication issued monthly or more frequently, whether printed in broadsheet, tabloid or other sheet or booklet form, containing information or editorials on current events, news of general or local interest and commercial advertising and information, irrespective of content, subject matter or viewpoint, or any combination of the foregoing.
PUBLISHER
A person who engages in the business of printing and issuing for circulation, or causing to be printed and issued for circulation, a newspaper.
UNSOLICITED NEWSPAPER
A newspaper delivered without the request or express consent of an owner or occupant of the premises to which the newspaper is delivered.
A. 
Contact information. Any person who delivers an unsolicited newspaper or causes an unsolicited newspaper to be delivered in Abington Township shall print in a conspicuous place in such unsolicited newspaper the name, address and telephone number of the publisher or distributor thereof.
B. 
Request to discontinue delivery. Any property owner, resident or occupant may request that delivery of an unsolicited newspaper be discontinued. In order for the provisions of this article to be enforced by the Township of Abington, the request shall be addressed to the distributor or publisher thereof and shall be sent by both regular mail and registered or certified mail, return receipt requested, and must identify the property to which delivery is to be discontinued by street address.
C. 
Prohibited deliveries; penalty. Any publisher or distributor, or both, who shall deliver or cause to be delivered an unsolicited newspaper to a property more than seven days after having received a written notice as set forth in Subsection B, above, requesting that delivery of the unsolicited newspaper to that property be discontinued, shall be guilty of a summary offense and, upon conviction, shall be sentenced to pay a fine of $600. Each delivery occurring more than seven days after receipt of notice to discontinue delivery shall constitute a separate offense and shall be punishable as such.
