A. 
There currently is no lawfully issued plenary retail consumption license in the Borough of Bloomsbury.
B. 
Based on the 2010 Federal Census the population of the Borough is fewer than 1,000 persons.

A. 
Pursuant to N.J.S.A. 33:1-12.15, the Borough is hereby authorized to issue one plenary retail consumption license.
B. 
The authority to issue one such license shall not be construed as requiring the issuance of such license.
Any license holder shall be subject to the provisions of N.J.S.A. 33:1-1 et seq. as well as any and all regulations adopted pursuant to statute or this article.
A. 
Any interested person may apply, reapply, or apply to transfer the plenary retail consumption license by filing a fully completed application with the municipality.
B. 
Said person must be age 21 or greater and shall not have been convicted of a crime involving moral turpitude.
C. 
The applicant shall comply with N.J.S.A. 33:1-25, and failure to be in strict conformance therewith shall render void any application for license issued thereafter.
D. 
A fully completed application together with the requisite fees shall be submitted to the Municipal Clerk by April 30 of the pre-license year.
E. 
No later than June 30 of the pre-license year the governing body shall review said application, conduct a public hearing, and make a determination on the application.
F. 
Any license issued hereunder shall begin on July 1 and expire the following June 30.
G. 
In connection with said application the governing body may acquire or receive all such information which may bear upon the fitness of the applicant.
A. 
There is hereby imposed an annual fee of $1,200.

Editor's Note: This ordinance provided that the fee is effective for the renewal period of 7-1-2012 to 6-30-2013.
B. 
Said fee is to be paid at the time of application by certified check only.
A. 
Except as provided in N.J.S.A. 33:1-1 et seq., a violation of any provision of this article shall be punishable as provided in Chapter 1, Article I, General Penalty, of this Code.

B. 
Each day or part thereof in which a violation occurs shall be deemed a separate and distinct offense.
