A. 
Parking meter zones are established upon and along certain streets in the Borough, as follows:

B. 
Parking meters and rates on Main Street.
(1) 
The new meters on Main Street shall have the following rates for parking:
(a) 
Fifteen minutes: $0.05.
(b) 
Thirty minutes: $0.10.
(c) 
Seventy-five minutes: $0.25.
(d) 
The meters shall have a two-hour maximum parking time limit.
(2) 
The two new meters in front of the Zelienople Post Office shall have the following rates for parking:
(a) 
Fifteen minutes: $0.05 or $0.10.
(b) 
The meters shall have a fifteen-minute maximum parking time limit.
Parking meters shall be operated by the deposit of a coin in the meter, as prescribed by § 260-49, and the parking rates for specified lengths of time as well as the maximum parking times prescribed in § 260-45 shall apply at all times between the hours of 8:00 a.m. and 6:00 p.m. Monday through Thursday, and between the hours of 8:00 a.m. and 9:00 p.m. Friday and Saturday, in the parking meter zones listed in § 260-45; provided, however, the requirements of this article as to parking time limit and as to deposit of coins in meters shall not apply on Borough holidays.
Parking meters installed in the parking meter zones established by § 260-45 of this article shall be placed upon the curb or sidewalk and immediately adjacent to the individual parking spaces described in § 260-48 of this article. Each parking meter shall be placed or set so as to show that the parking space adjacent to that meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Borough, and when the adjacent space is occupied by a vehicle, the parking meter shall indicate on and by its dial and pointer the duration of the period of legal parking and, on the expiration of that period, shall indicate illegal parking or over-parking.
Lines and/or markings shall be painted or placed upon the curb, sidewalk or roadway adjacent to each parking meter for the purpose of delineating the parking space for which that meter shall be used. Every vehicle parked at any parking meter shall be parked wholly within the lines or markings so placed and applicable to that meter. It shall be unlawful and a violation of this article for any person to park a vehicle across any such line or marking or to park a vehicle in such a position that the vehicle is not wholly within the area designated by those lines or markings.
Whenever a vehicle is to be parked in any space adjacent to a parking meter, at any time in the period of limited parking as prescribed by § 260-46 of this article, the driver of the vehicle, upon entering the parking space, shall immediately deposit or cause to be deposited in that parking meter one or more proper coins of the United States of America as specified in the legend on the parking meter. Upon the deposit of the coin or coins, and placing the meter in operation, the parking space may be lawfully occupied by the vehicle for the time indicated on the meter. If any vehicle shall remain in any parking space for any length of time that the meter shall indicate by proper signal that the lawful parking time has expired, that vehicle shall be considered as having been parked overtime, and the parking of a vehicle overtime shall be a violation of this article.
It shall be unlawful for any person to deposit in any parking meter installed under the provisions of this article any slug or other substitute for a coin of the United States of America, with the exception of merchant tokens.
It shall be unlawful and a violation of this article for any person to deposit or cause to be deposited in any parking meter installed under the provisions of this article any coin for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time of 15 minutes in any fifteen-minute parking meter zone, 1/2 hour in any one-half-hour parking meter zone, one hour in any one-hour parking meter zone, or two hours in any two-hour parking meter zone.
It shall be unlawful and a violation of this article for any person to permit a vehicle to remain in a parking space adjacent to a parking meter installed under this article when that meter displays a signal indicating that the vehicle has already been parked there beyond the period of time prescribed for that parking space or the time for which a coin or coins were deposited in that meter for the parking of that vehicle.
It shall be unlawful and a violation of this article for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article, provided that nothing in this section shall apply to the servicing or opening of parking meters by officers, employees or police officers of the Borough of Zelienople under the direction of the Borough Council.

A. 
It shall be the duty of the police officers and parking enforcement personnel of the Borough, acting in accordance with the directions of the Chief of Police, to report:
(1) 
The number of each parking meter that indicates that a vehicle occupying the adjacent parking space is or has been parked in violation of any provision of this article.
(2) 
The date and hour of the violation.
(3) 
The license number of the vehicle.
(4) 
Any other facts, the knowledge of which is necessary for a thorough understanding of the circumstances attending the violation.
B. 
The police officer or other person making the report shall also place on or attach to the vehicle a notice to the owner or driver of the vehicle that the vehicle was parked in violation of this article and instructing the owner or driver to either report to the office of the Chief of Police and pay, for the use of the Borough, the sum of $5 or to place the sum of $5, within the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough within five days of the violation. If the fine is not paid within five days, the fine will increase to $10. Prompt payment will save the violator from prosecution and from payment of the fine prescribed in § 260-55A of this article.

A. 
Any person who violates any provision of this article, with the exception of § 260-53, and who fails to pay the fine set forth in § 260-54 shall be cited within 25 days of the violation and, upon conviction, be sentenced to pay a fine of $50 and costs.
B. 
Any person who violates any provision of § 260-53 of this article shall, upon conviction, be sentenced to pay a fine of not more than $600 and costs and, in default of payment of fine and costs, to imprisonment for not more than 30 days.
C. 
Any person found to have violated any provision of this article five or more times within a two-month consecutive period shall, upon conviction thereof, be sentenced to pay a fine of not more than $50 plus costs.
A. 
By resolution, the Borough Council may temporarily suspend the provisions of this article by requiring coin deposit in meters and establishing a maximum parking time at meters.
B. 
The Borough shall have authority to establish no-parking or special-purpose parking zones within any parking meter zone and to remove parking meters from those areas as previously installed there, and the provisions of this article shall not apply in those areas where no-parking or special-purpose parking are in effect.

A. 
In lieu of depositing the proper coin into a meter, an individual may utilize a parking permit purchased through the Borough on a monthly basis. Permits may only be used on certain metered streets designated by Borough Council. Parking permits shall be displayed in the front window area of the vehicle parked in a metered parking space. Permit applications are available at the Zelienople Police Department.
B. 
Designated on-street metered parking areas:
(1) 
East New Castle Street.
(2) 
West New Castle Street.
(3) 
East Spring Street.
(4) 
West Spring Street.
C. 
Monthly permit rate shall be $20 per month. Borough Council may amend the permit rate in the future by resolution of Council.

A. 
All on-street metered parking is hereby abolished and replaced with two-hour parking on the following streets:
(1) 
Main Street.
(2) 
East New Castle Street.
(3) 
West New Castle Street.
(4) 
East Spring Street.
(5) 
West Spring Street.
B. 
Exceptions.
(1) 
There shall be two parking spaces on the west side of Main Street at the Post Office which shall have the parking limited to 15 minutes for Post Office customers only.
(2) 
Parking spaces on Spring Street east of the Harper Building (Parcel #550-52-BL10) shall be unrestricted.
(3) 
Parking spaces on West Spring Street, west of the Spring Street parking lot exit, shall be unrestricted.
(4) 
The two parking spaces on the south side of West New Castle Street near the intersection with Main Street (adjacent to the Kaufman House Restaurant) are hereby abolished. That area is to be a no-parking zone.
(5) 
The parking area along the South Side of West New Castle Street between Clay Street and the old Kaufman House driveway shall be abolished. This area now will be designated as a loading and fifteen-minute parking zone.
C. 
Enforcement.
(1) 
The two-hour parking restrictions shall be enforced Monday through Saturday 8:00 a.m. to 5:00 p.m. No parking is permitted from the hours of 3:00 a.m. to 5:00 a.m. with the exception of a special permit issued by the Chief of Police.
(2) 
The two-hour parking restriction is cumulative for all parking spaces in areas where the restriction applies and is not applied on a per-space basis.
D. 
Fines.
(1) 
The fine imposed for violation of the two-hour parking limit shall be $25.
(2) 
Second violation of the two-hour parking limit per calendar year shall be required to pay the fine plus a penalty of $25, for a total of $50.
(3) 
Third violation of the two-hour parking limit per calendar year shall be required to pay the fine plus a penalty of $50, for a total of $75.
(4) 
Fourth violation and all subsequent violations of the two-hour parking limit per calendar year shall be required to pay the fine plus a penalty of $75, for a total of $100.
(5) 
In the event that it is determined by the Borough that a ticket issued for a two-hour parking violation is a second or subsequent violation of the current calendar year, the Chief of Police shall notify the violator in writing that an additional fine is required in accordance with the fine schedule. If the violator, after receiving the ticket or written notice of violation does not pay the fine, the Chief of Police shall have the violator cited under the Borough Ordinances with an additional fine of not more than $300 plus costs.
(6) 
The fine for violation of Subsection B(1) and (5) shall be $25 issued on a municipal ticket. Failure to pay the ticket within 10 days will result in the violator being cited under the Borough Ordinances with a fine of not more than $300 plus costs.
E. 
All vehicles while parked must be within a defined parking space.
(1) 
The fine imposed for violation of Subsection E, vehicle parked in defined space, shall be $25 issued on a municipal ticket. Failure to pay the ticket within 10 days will result in the violator being cited under the Borough Ordinances with a fine of not more than $300 plus costs.
